Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NETCOM, 9th Army Signal Brigade, 516 Signal Brigade, located at Fort Shafter, HI. Responsibilities Develops and disseminates local security directives, policies and procedures. Provides authoritative and critical security advice and assistance to commanders, office chiefs, and security managers. Plans, prepares, and presents security briefings, lectures, and classes to command units and personnel. Plans, assigns, reviews, approves, directs, manages, and supervises office work, operations, personnel, and resources. Advises and counsels employees on work performance and personnel and administrative matters. Manages all aspects of Operational Security, Physical Security and Intelligence Programs related to support of the DoD Information Network – Army (DODIN-A) mission. Specialized Experience: One year of progressively responsible specialized experience which includes experience managing security programs that include Information Security (INFOSEC) AND Personnel Security (PERSEC). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). You will be evaluated on the basis of your level of competency in the following areas: Communications Operations Security Security Education, Training and Awareness Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Education Additional Information This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
