This position will ensure program compliance and integrity. This includes implementing quality control practices to verify the accuracy of housing assistance payments and that they are adequately supported by file documentation. Responsible for performing quality control reviews of Housing Choice Voucher Program transactions, which includes but is not limited to the accurate calculation of income and deductions; and communicating the results to the Reporting Manager. This position is responsible for monitoring compliance with SEMAP and contract and/or program requirements. Communicates with Housing Specialists as needed and assists with corrections to participant files.

ESSENTIAL DUTIES:

  • Review and document the results of approximately 70-80 transactions monthly to ensure compliance with HUD regulations and HACM policy and procedures
  • Document quality control activity in the appropriate quality control tool
  • Monitor and verify the accurate completion of correction tasks to ensure file accuracy
  • Must have significant knowledge of the applicable HUD rules and HACM
  • Must be familiar with HUD and HACM HCV program documents and their use
  • Ensure that all rent calculations are completed accurately and are properly supported through documentation in the HCV participant’s file.
  • Ensure that all information on the HUD form 50058 is accurate and properly supported through documentation in the HCV participant’s file and memos.
  • Accurately verify information collected from multiple sources based on HUD prescribed verification procedures and according to HACM Administrative Plan.
  • Complete all work within prescribed deadlines, ensuring that HCV participants receive at least a 30-day notice of increases to tenant rent.
  • Communicate with Housing Specialists and other team members to coordinate correction of files.
  • Request and collect necessary core and unit documents for participant files as needed.
  • Perform QC reviews to determine compliance with SEMAP and contract requirements
  • Prepare and submit weekly reports on quality control activity.
  • Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the Housing Choice Voucher Program requirements, policies and procedures.
  • Ability to articulate program requirements for HCV income and rent transactions to program participants, property owners, and other agency affiliates.
  • Ability to effectively write letters, maintain documentation, and accurately complete required forms.
  • Ability to operate necessary office equipment, computers and peripherals.
  • Ability to perform basic arithmetic calculations.
  • Computer knowledge and proficiency with Microsoft Office suite (Microsoft Word, Excel, Outlook, etc.).
  • Ability to utilize multiple computer systems in order to record information about file reviews and corrections; maintain HCV participant files; complete 50058 transactions; and search for participant information as needed.
  • Ability to study information and HUD regulations so as to determine, define, and comprehend its elements, including conducting interviews to identify the actual physical certification needs of clients.
  • Review of third party documentation to determine program eligibility and compliance.
  • Maintenance of all required records

  • Attendance at seminars and or training as required.
  • Advanced verbal and written communication skills in the areas of interviewing, investigation, interpretation, analysis, persuasion and negotiation
  • Ability to safeguard confidential and sensitive information.
  • Ability to determine a solution and what method to follow based upon the transaction that needs to be completed.
  • Ability to exercise sound and ethical judgment when acting on behalf of the organization.

QUALIFICATIONS / EXPERIENCE:

  • Bachelor’s degree from a four (4) year college or university.

-PLUS

  • Minimum of year (1) year experience working with economically and socially disadvantaged individuals and/or families.

-OR-

  • One (1) year experience working with the public in a Housing Choice Voucher Program or similar program.

-OR-

  • One (1) year experience working with a financial institution providing consumer banking services; preparing client files or providing audit services.

-OR-

  • One (1) year experience working as an auditor for a government agency.
