Job Description
Business Services
• Drive all business services and sector-focused services to businesses in North Los Angeles County and unincorporated areas & Rapid Response services throughout Los Angeles County.
• Work in collaboration with the Los Angeles County Department of Economic Opportunity (DEO) team to support identified business service strategies and initiatives such as, but not limited to, industry sector strategies, skills development and upgrading, private-public partnerships and customized employment and talent management services.
• Initiating, maintaining, and developing employer relationships, developing employment opportunities, internships, and work-based learning experiences that link to careers in high growth sectors, On-the-Job-Training (OJT) contracts, Incumbent Worker Training (IWT), Transitional Jobs (TJ), customized training, and any other business engagement and training tools identified and /or approved by the agency and/or county.
• Ensure that the Business Services Team generates and distributes job leads to AJCC staff and partners on weekly basis; ensures that Resource Center board is updated with job leads, recruitments, and job fairs on a regular basis.
• Conduct presentations to various partner agencies, such as Chamber of Commerce, Economic Development Corporations, County Departments, local government offices, businesses, and so forth.
• Oversee the Business Services Team with conducting, hosting, and facilitation of in-person and/or virtual events, including job fairs, recruitments, Town Hall Meetings, Employer Roundtables, and other events using programs such as MS Teams, Zoom, and/or other virtual platforms.
• Ensure ongoing scheduling of recruitments, job fairs, prescreening for the comprehensive and affiliate office. Candidates qualified will be referred to employer and follow-up with employer to capture placement information.
• Conducts qualify assurance including staff development training, technical assistance, file reviews, evaluation of business survey results & outcomes, generating and analyzing weekly performance reports, and conduct supervision meetings.
• Ensures that the Business Services Team maintains records by entering E-Codes and updates case notes in real-time, Business Needs Assessments (BNA’s) are captured, and other pertinent documents are uploaded into CalJOBS system.
• Develop, implement, and execute Business Engagement Plan that include strategies on, but not limited to, identify businesses and occupations in high demand sectors, labor market information, identify tools and platforms that will be used to research industries and businesses, create a Business Development Portfolio/Toolkit, and methods to conduct business engagement.
• Ensure employer activities are recorded in CalJOBS system to meet quarterly goals for business outreach performance measures.
• Collaborate with County and partner agencies on regional efforts, such as the Job Service Network (JSN) Job Fair, Business Services Division (BSD) efforts, Business Services Orientations, and regional collaborations. Regional collaborations include pre-apprenticeship/apprenticeship cohort, employer-based training, and job fairs with focus on priority populations. Responsible for meeting placement goals across all department programs.
Sector Focused Services
• Ensure that the department conducts in-depth research on local industry trends, skill gaps, and emerging job markets to identify training needs for the aerospace and manufacturing industry.
• Build relationships with companies within aerospace and manufacturing industries to identify potential job openings and develop customized training programs aligned with their requirements. Coordinate On-the-Job Training (OJT), Incumbent Worker (IWT), Transitional Job (TJ), pre-apprenticeship/apprenticeship pathways, and youth work experience opportunities with businesses in the aerospace sectors.
• Collaborate with training providers and educational institutions to design and deliver industry-specific training programs, including soft skills development and technical skills training.
• Develop career pathway programs to increase skills gains and credential attainment of job seekers to enhance qualifications of employment for the aerospace industry. Collaborate with the aerospace business to assess and evaluate the needs of the industry. Develop a written action plan which includes, at a minimum, strategies to be used, timelines and responsible parties.
Rapid Response Services
• Oversee the Rapid Response program by ensuring coordinating and implementing layoff aversion strategies to prevent potential separations
• Establishing and developing relationships with local and regional chambers of commerce, economic development organizations, cities and county governments, labor unions, industry associations, and other business-connected organizations.
• Identifying early warning signs of industries and businesses facing potential layoffs or closures
• Ensure that meetings and orientations are coordinated, facilitated and executed according to Directives and procedures set forth by LA County DEO with impacted employers, affected workers, and partner agencies.
• Evaluating local and regional employment trends through LMI databases such as Dun and Bradstreet.
• Develop marketing and advertising strategies to increase business engagement.
• Facilitate Incumbent Worker Trainings through Rapid Response services as resource to affected businesses. Meet and exceed WARN and non-WARN performance measures.
Supervisory Duties
• Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; conducts ongoing quality assurance of case file management, approval of intakes, supportive services, OJT, IWT, TJ and other related employer-base contracts.
• Generated weekly CalJOB reports as it related to placements, business services data entry, and so forth. Recommends compensation and provides other rewards as appropriate to recognize performance.
• Provides initial training to new team members and follow-on training as required; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies
• Provide Performance Enhancement Plans (PEP) when performance measures are not meeting goals and develop strategies for improvement. Will track client data in required internal and State databases to drive results across programs. Attend mandatory internal and county meetings and trainings.
• Other duties assigned as needed for the efficient operation of the AJCC. Must meet weekly, monthly, quarterly and yearly program goals as set by LA County DEO. Must attend any state, county, local, or agency training or meetings.
• 3-5 years management or supervisory experience is required.
• Proven track record in business-to-business sales in a performance driven occupation. Must have experience in sales
• Prefer a minimum of two years of experience in Workforce Development or Career Counseling. Knowledge of CalJOBSSM system very helpful. Knowledge of WIOA common measures and requirements is a plus.
• BA preferred or 3 or more years of related experience.
• Prefer Bilingual in Spanish or other community-based language.
• Must be detail oriented and can write clear, concise, professional case notes.
• Proficient in Microsoft office products including Outlook, Work, Excel, and PowerPoint.
• Customer service attitude, assertiveness to meet outcomes, and maintain professionalism at all times.
• Prior experience with Dislocated Workers and high-risk populations is helpful.
• Excellent communication skills both verbal and written. Public speaking and communicating effectively with stakeholders in written, verbal, including electronic media, using positive interpersonal skills.
• Able to work in team environment. Ability to use good judgment, interview techniques and interpersonal skills.
• Requires the ability to understand labor market information and employer requirements.
• Must be highly organized, detail orientated and work within time-restraints and deadlines.
• Complete CWDP course and exam within 3 months of employment and secure CWDP certification within 12 months of employment.
• Work flexible hours, including early morning, evenings, and weekends is required.
• Travel to various locations, such as businesses, worksites, off-site meetings, and other related events.
