Job DescriptionSummary This position provides functional leadership and is primarily engaged in management activities that establish the direction of a project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. Scope This position serves as a Project Purchasing Manager on medium- to large-sized Engineering, Procurement, Fabrication, and Construction (EPFC) projects. This role has key responsibilities for critical supplier negotiations.Notice to Candidates:Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependent) education, professional registration, employment, references, passport verifications and Global Watchlist screening.To be Considered Candidates:Must be authorized to work in the country where the position is located.Basic Job Requirements• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines • Ability to attend to detail and work in a time-conscious and time-effective manner • Specialization or other related courses in corporate compliance (desirable)• Experience at E&C sector• Fluent in EnglishOther Job Requirements• Serve as project member in the formulation of plans and the execution of the overall material management activity and/or assist in the planning and execution of specialized Material Management activities (material control, procurement, expediting, logistics, inspection, or field material management) for the project or office, as applicable • Manage the procurement work process and reports the material management status of purchased material and equipment from the time of purchase through receipt at assigned points of use • Manage the development of all purchasing and Material Management activities from the requisition to close-out, and assign requisitions, including Request for Quotation or Proposal packages to appropriate procurement and other material management personnel • Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule • Perform supervisory responsibilities as appropriate • Generate Request for Quotation (RFQ)/Purchase Orders (PO) in the approved material management reference system either for project, estimate or proposal work • Review and action planning reports to appropriate persons for follow-up to support Fabrication or Construction • Review, analyze, and negotiate Terms and Conditions, based on Prime Contract flow downs • Maintain the highest ethical standards of Material Management professional responsibility • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines • Maintain compliance with all applicable policies, procedures, and global standards • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies • Effectively develop and apply the Core Skills to the job • May need to travel to attend to business related matters • Meet expectations on attendance and punctuality • Other duties as assigned Material Management • Travel to domestic and/or international locations • Develop and implement the overall material management plan, including workshare and automation components, and the project Material Responsibility Matrix on small to mid-size projects • Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project • Drive and deliver strategies to the corporation and projects through the use of the Commercial Strategies group• Ensure that the Material Management team has access to the project Baseline, understands and aligns to the project Baseline, and executes and delivers to the project Baseline • Understand the prime contract and the integration of flow down clauses to protect Fluor • Develop man-hour estimates and understands the basic concept of trending hours Purchasing • Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team • Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project • Align with Construction to determine site purchasing requirements and responsibilities • Coordinate the staffing of the project's purchasing functions in accordancePreferred Qualifications• Accredited degree or global equivalent• Applicable professional certification(s) or license(s) • Experience should be primarily in the area of material management• Excellent interpersonal and communication skills• Excellent computer literacy and skills• Excellent leadership and decision-making skillsSalary Range118,500 to 213,500 Market RateThe market rate for the role is typically at the mid-point of the salary range;
