Description

Plans, coordinates and supervises the activities of the Grants Management Division or a major functional branch in the Department of Management, including overseeing and coordinating a monitoring system to ensure compliance with State and County regulations, policies, guidelines and requirements; supervises the work of program specialists and clerical staff; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility to act as the head of the Grants Management Division or a major functional branch in the Department of Management, including planning, coordinating and supervising the activities of the division or branch and supervising the work of division or branch program specialists and clerical staff.
Examples of Duties

  • Develops and monitors budget, program objectives, goals and long range plans for the Grants Management Division;
  • Develops and maintains procedures and performance standards for the program;
  • Provides direction, technical assistance, program information and recommendations to the Grants Review Committee;
  • Provides direction, technical assistance, and orientation to private non-profit agencies in the grants process;
  • Supervises and coordinates a monitoring system to ensure compliance with various regulations, policies, guidelines and requirements;
  • Meets and confers with the Grants Review Committee and the Mayor to recommend and finalize proposal selections;
  • Prepares and conducts presentations to the County Council on proposed projects for funding;
  • Supervises and participates in the preparation and development of all grant applications; oversees the development of contract agreements with grant recipients ensuring that projects will be in compliance with State and County regulations and funds are utilized appropriately;
  • Ensures that required periodic reports are compiled and submitted within established deadlines and ensures that all financial accounts for each program and project year are reconciled;
  • Supervises the maintenance of expenditure control ledgers and other financial records required for the control of fiscal operations of the Grants Management program.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in accounting, business or public administration, economics, sociology, or a related field, and five years of progressively responsible professional, administrative or analytical work experience, three of which must have involved monitoring, evaluating and/or administering grants.

License Requirement: Valid motor vehicle operator's license (Type 3).

Knowledge of: principles and practices of supervision, State and County laws, rules regulations, policies and procedures applicable to social service, cultural arts, community development and related programs; research methods and statistical procedures; statutory, regulatory and participatory requirements associated with grants; sources of information relating to grants; report writing; public relations.

Ability to: plan, organize, coordinate and supervise the work of subordinates; read, comprehend, interpret and apply complex rules, regulations, policies and procedures; develop and implement operational policies and procedures; organize, plan, coordinate, implement and monitor projects; make effective decisions and recommendations; establish and maintain effective working relationships with others; present ideas clearly, concisely and effectively, orally and in writing.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
