Position Description

USAID is seeking a Program Specialist (Budget) to provide administrative and programmatic support and expertise to the United States Agency for International Development (USAID), Bureau for Asia's Office of Strategic Planning and Operations (Asia/SPO). The Program Specialist directly supports the Director and Deputy Director, performing a variety of routine and complex administrative and analytical duties. The Program Specialist must be comfortable managing multiple, competing tasks and performing these duties in a fast-paced environment under pressure. The position will provide support to the budget planning functions of the office.

Location: Washington, D.C.
Work Schedule: 5 days in office

Salary: $83,931.10 - $95,500 (starting salary determined based on candidate's knowledge, skills, experience, and education)

Clearance: Active Secret-level clearance (US citizenship required)

Responsibilities

As a Program Specialist, you will directly support the Director and Deputy Director of Bureau for Asia/SPO through the following duties:

• Assist the Director and Deputy Director in managing Office work streams/taskers, and logistical support for Office/staff management, assisting in the budget planning and execution functions of the office.
• Managing and scheduling official meetings and visits; help organize special events.
• Manage official memorandum for the Office, and handling of official files, through proactive knowledge management, particularly budget and programming areas.
• Provide program management systems and knowledge management including tracking field mission needs and support requests.
• Help manage USAID Asia project/program tracking, data analysis, and documentation.
• Help update and develop needed operating procedures and guidance.
• Coordinate feedback, reconcile inputs, and problem solve for clearance of Congressional notifications and Congressional budget notifications.
• Work closely with Office colleagues to perform tasks pertaining to coordination of hearings and briefings for Congress; liaising with Bureau staff on preparation materials and follow up.
• Help improve systems for tracking Asia budget planning , and responses on audits.
• Directs and coordinates budgeting activities for Asia Bureau's Operating Unit, Asia Regional, including budget formulation, monitoring, and presentation. Directs compilation of data used to prepare budgets and to justify fund requests.
• Participate in office and bureau-wide portfolio reviews by helping to refine the process, develop and prepare materials related to budgeting and program expenditures. Serve as the point of contact for ensuring completion of all follow-up actions.
• Liaise with budget and outreach staff, and gather details and information from stakeholders to contribute to the preparation of budget justification materials, including but not limited to: Congressional Budget Justifications (CBJs), Congressional notifications (CNs), Spend Plans, Bureau Resource Requests (BRRs), and operational plans.
• Support analysts, if needed, to schedule discussions and meetings with missions, within the Asia Bureau, and with other Bureaus and Operating Units.
• Provide support and liaise with relevant parties on tasks related to international development planning and programming: develop briefings, internal presentations, meetings, memorandum, emails, and letters that seek approval or request information relating to program matters.
• Be responsive and proactive in support of the technical and programmatic needs of the Asia Bureau Program Office and Asia Missions.
• Backstop the other Office program specialist as needed.
• Perform other duties as assigned.

Qualifications

• Ability to obtain a secret-level security clearance (US citizenship required)
Bachelor's degree in international affairs/development or relevant field and eight (8) years of professional experience OR Master's degree in relevant field and three (3) years of professional experience, preferably related to Asia and/or international development
• Proficiency in the use of Microsoft Office and Google systems
• Proficiency in the use of applications such as spreadsheets and/or other data management tools.
• Excellent verbal and written communication skills.
• Superior calendar management and organizational skills with great attention to detail.
• Interest in the international development field.
• Excellent project management and organizational skills with attention to detail and commitment to accomplish tasks.
• Experience having to manage systems that require collaborative work.
• Ability to communicate and convey ideas and thoughts clearly, orally, written, and visually.
• Excellent written and oral communication skills, a positive attitude, and the ability to work with others constructively.
• Ability to multi-task competing priorities and meet deadlines in a fast-paced environment.

Preferred Requirements:
• Knowledge of US government administrative procedures
• Education or knowledge of business management or accounting a plus
• Experience or familiarity with development principles.
• Active Secret-level clearance.
