Position Description

USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
BHASC is seeking a Staffing Specialist to support the Management and Integration Team (MIT) within BHA's Office of Asia, Latin America, and the Caribbean (ALAC). The ALAC Staffing Specialist will facilitate office-wide staffing and recruitment processes and lead on a variety of administrative and operational tasks, in coordination with ALAC leadership.
Day-to-day work assignments and oversight are provided by the ALAC MIT Team Lead or delegate, with formal supervisory and evaluation functions performed by a Team Credence contract supervisor.

Position Type: Full-time (3 days in the office)
Salary Range: $95,000 - $102,000 a year with the starting salary determined based on candidate's knowledge, skills, experience, and education.
Clearance: Ability to obtain and maintain a Secret level clearance; Active Secret clearance preferred (US citizenship required.)
Responsibilities
• Monitoring staff movements into and out of the office, both in Washington, DC, and in ALAC's field locations, and managing relevant staffing-related products, such as trackers.
• Routinely providing staffing updates, both oral and written, to office leadership.
• Managing and tracking the office's recruitment actions and maintaining recruitment records, including emails, electronic files and spreadsheets, and file folders.
• Working closely with relevant stakeholders, including USAID's Office of Acquisition and Assistance and various teams within other BHA offices, to ensure that ALAC is following guidelines related to bureau recruitment and staffing processes.
• Proactively following up with all parties involved in a recruitment, following through on timelines and deadlines.
• Drafting and distributing routine recruitment communications, including notes and staffing action items to office leadership.
• Maintaining and updating the office's organizational charts on a recurring basis.
• Developing new systems and approaches to address ongoing recruitment challenges.
• Supporting planning and administrative processes for temporary staff activations, rotations, and details.
• Tracking personnel performance evaluation deadlines, contract end dates, and updates on security clearances and State Med medical clearances, as needed, and supporting the office to submit timely documentation related to personnel contract modifications.
• Facilitating administrative support, placement, and onboarding for new staff across various hiring mechanisms, including foreign service, civil service, detailees, and personal services contractors.
• Researching policy, guidance, and processes as they relate to various federal hiring mechanisms used at BHA to support the execution of a variety of administrative and human resource actions.
• Serving on Technical Evaluation Committees in an administrative capacity, as needed, to participate in personnel contract procurement processes.
Qualifications
Minimum Education and Experience:
• MA/MS and zero (0) years of relevant experience, OR BA/BS and two (2) years of relevant experience, OR High school diploma and six (6) relevant years of experience
• Experience must culminate in a set of responsibilities similar to those of this position.
Preferred Education and Experience:
• A minimum of two (2) years of experience managing human resources, staffing and/or project operations, including experience supporting senior- and mid-level managers, preferably in a government environment.
• Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.
Additional Qualifications and Requirements:
• Knowledge of U.S. Government rules and regulations related to personal services and institutional services staffing, recruitment, and contracting;
• Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google Workspace applications;
• Possess excellent judgment and reliability;
• Have strong organizational skills and exceptional attention to detail;
• Possess excellent oral and written communication skills;
• Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;
• Be capable of prioritizing tasks and follow up on actions without prompting;
• Be flexible and adaptable to changing circumstances; and
• Participate as an active team member who proactively contributes to a positive, collaborative team environment.
• Working Conditions and Physical Requirements:
o Hybrid work environment (in-person with the ability to telework);
o Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).
