Position Description

USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The Junior Staffing Coordinator will be assigned to the Management and Integration Team (MIT) in one of BHA's seven offices. The Junior Staffing Coordinator will be responsible for supporting the staffing structure within each office through onboarding across several hiring mechanisms, and maintaining a solid understanding of the process by which each mechanism operates. Additionally, the Junior Staffing Coordinator will support the identification and deployment of individuals within each office who are eligible to serve on Bureau Response Management Teams (RMTs) and Disaster Assistance Response Teams (DARTs). This role is responsible for the organization and tracking of the Office staffing needs. Daily guidance and work assignments will be provided by the MIT Team Lead, the MIT Deputy for Management, or a designee.

Location: Washington, DC
Position Type: Full-time (3 days in the office)

Salary Range: $63,000 - $70,000 a year with the starting salary determined based on candidate's knowledge, skills, experience, and education.
Clearance: Ability to obtain and maintain a Secret level clearance; Active Secret clearance preferred (US citizenship required.)

Responsibilities

Response Staffing:
• Supports office leadership with Responsible Unit (RU) responsibilities for Disaster Assistance Response Teams (DARTs) and Response Management Teams (RMTs). This includes supporting BHA Response Readiness systems, e.g. Position Task Books, on-call roster/reporting, and response readiness staff tracking system.
• Serves as a staffing liaison between the assigned office and response Deputy Manager for Operations (DMO)/leadership to address staffing needs and questions. In this role, support the recruitment and assigning of staff on the DARTs and RMTs in consultation with office leadership.
• Collaborates with other MITs and RUs to standardize approaches, guidance, and processes for Responsible Unit management, where applicable.
• Works with other RUs and the Response Management Systems and Performance Division in BHA's Office of Field and Response Operations to modify the Response Management System, e.g. creating or modifying roles/processes based on the needs of current responses and in preparation for future responses.

General Staffing:
• Is responsible for managing and updating staffing tracker(s), organizational charts, and other relevant staffing documents for the assigned office.
• Tracks office recruitment actions and assists with drafting memos and scopes of work with guidance and input from office leadership.
• Works closely with BHA's Office of Humanitarian Business and Management Operations and other relevant actors to ensure the office is following current process guidelines for recruiting, hiring, and contracting. Proactively follows up with all parties involved in a recruitment, following through on timelines and deadlines.
• Facilitates regular staffing meetings with office leadership, including scheduling, logistics, and materials.
• Drafts and distributes regular recruitment communications, including notes and staffing actions items to office leadership.
• Manages the office's recruitment records, including emails, electronic files, and file folders.
• Assists with creating standardized guidance on staffing for leadership review and supports implementation as directed.
• Assists with developing new approaches to standardize and strengthen onboarding, training, and resource development for staff.

Knowledge Management:
• Supports the MIT's efforts to conduct discreet, ongoing staffing analysis and works with leadership to identify staffing needs and supports strategies that ensure the office and BHA responses are staffed with the right balance of roles, qualified staff, and resources.
• Maintains staffing gap analysis and produces written instruction and other documents, such as spreadsheets, presentations, and reports as requested by office leadership; and
• Assists the MIT or office leadership with developing new systems and approaches to address recruitment challenges.

Qualifications

• BA/BS and zero (0) years of relevant experience, OR High school diploma and four (4) years of relevant experience
• Experience must culminate in a set of responsibilities similar to those of this position.
• Preferred Education and Experience
BA/BS and at least 2 years of experience in staffing, recruitment, administrative functions, or customer service, OR High school diploma and 5 years of experience in staffing, recruitment, administrative functions, or customer service.
• Relevant degrees, or significant study in, areas that include but are not limited to Human Resources, Recruitment, Staffing, and Communication.
• Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Additional Qualifications and Requirements
• Proficiency in database management and analytic software and Microsoft Excel, SharePoint, Google Sheets, and cloud management resources;
• Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications;
• Excellent communications skills and attention to detail;
• Ability to facilitate high-level, day-to-day staffing operations while making progress on long-term projects;
• Ability to work well with others to ensure that tasks are completed well and on time;
• Ability to multi-task in a fast-paced environment with multiple, overlapping deadlines; and
• Ability to problem-solve and think critically.
• Familiarity with USG and its administrative rules, policies, and regulations or familiarity with the various hiring mechanisms within USG (including but not limited to Foreign Service, USPSCs, PASA, Institutional Support Contractors) and their effects on pay, travel, and other compensations would be appreciated but is not required.
• Working Conditions and Physical Requirements:
o In-person work requirement with the ability to telework;
o Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.
