The Executive Office of Health and Human Services (EOHHS) is pleased to offer an exciting career opportunity to motivated and experienced human resources professionals who are interested in joining the Executive Office of Health and Human Services (EOHHS) as a Benefits and Leaves Coordinator. Incumbents will assist in providing services to the EOHHS agencies throughout the Commonwealth by delivering exceptional customer service to employees, managers, and external parties by responding to inquiries about leave programs, insurance benefits, and other benefits associated with state employment.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
Input into HR/CMS a variety of HR transactions; monitors several reports to ensure accurate processing of leave time and generates and reviews reports to ensure accuracy of agency payroll information as it relates to employee leaves.
Processes all HR correspondence and inquiries from employees and/or external parties.
Works on a variety of HR issues including but not limited to completion of verification requests related to disability claim forms, and Social Security Administration forms. Responsible for general office duties including the filing of relevant documents in personnel files, faxing, scanning, and using computer applications.
Answers and responds to all inquiries received on the EOHHS Benefits and Leaves customer service line.
Works with other human resource personnel in cross-functional projects and performs all related duties as required.
Leaves Administration
Coordinates Federal Family Medical Leave Act (FMLA) and Paid Family Medical Leave (PFML). Works as an intermediary to effectively coordinate all aspects of leave entitlement from the initial processing of leave requests to the employee’s return to work.
Liaises with the WorkPartners TPA to ensure leaves compliance and data integrity including but not limited to FMLA, PFML, EILB, Worker’s Compensation, Legislative Sick Bank, and day to day sick calls.
Responds to inquiries and resolves issues with employees, managers, and external parties by providing exceptional customer service, employee outreach, responding to emails, phone calls, and in-person visits with timely follow-up. Fully documents and tracks all FMLA and PFML cases via electronic filing system and agency’s leave management system (HRCMS).
Investigates issues to resolve problems within acceptable timeframes, routing or escalating complex matters to lead coordinators or managers.
Ensures compliance with collective bargaining agreements, Federal and State laws, rules, and regulations as well as agency policies.
Employee Benefits:
Assist in presenting the weekly new employee orientation (NEO) sessions using Human Resource Division (HRD) presentation to provide information to newly hired agency staff regarding benefits associated with employment.
Performs telephone outreach to newly hired employees, transfer, contactors, and seasonal employees.
Reviews and processes all Group Insurance Commission (GIC) enrollments; enters selected coverages into the Massachusetts Group Insurance Commission (MAGIC) system. Ensures all enrollment documents are signed and processed timely. Processes GIC qualifying changes via the myGICLink and/or GIC Magic system, New Member Enrollment Forms for the MA State Retirement Board, OBRA and the Massachusetts Deferred Compensation Smart Plan Quick Enrollment Form (457(b)) Plan.
Processes Benefit Strategies flexible spending account (FSA) enrollments and updates employee accounts based on the FSA discrepancy reports.
Processes applications for but not limited to: Medicare forms and Retirement Applications as required by completing the application form as assigned, and mailing/emailing/faxing/scanning the information to the appropriate vendor.
Required qualifications:
Ability to exercise effective judgment and discretion in handling confidential materials, and sensitivity to changing needs and situations.
Capable to work effectively in a dynamic, time-sensitive, high-volume environment.
Ability to communicate effectively in both written and oral expressions to convey complex information.
Skilled in using technology to improve workflow processes and automate daily tasks.
Valid driver’s license and a means of travel to regional offices within the state of Massachusetts to conduct orientations and presentations as needed.
Preferred Qualifications:
Knowledge of FMLA Rules, Regulations, and processes.
Professional experience working in HR/CMS including benefits administration, specifically working knowledge and experience with FMLA, Workers’ Compensation, and insurance enrollments.
Strong consultative and presentation skills to ensure high-quality customer service.
Organizational skills including the ability to manage multiple tasks and assignments simultaneously.

Advanced skills in Microsoft Word and Excel.
Knowledge of state government and interrelationships between agencies.
Work Schedule:
Monday through Friday, 8:45 a.m. - 5:00 p.m.
