Employer/Employee Relations Manager (DOT Executive IV)

for the Employer/Employee Relations Unit and Labor Relations Unit within the Office of Human Resources. This position has MDOT-wide responsibility for employer/employee relations issues and labor relations for over 10,000 employees in six different modes, in addition to MDOT TSO. Examples of work may include, but are not limited to: Establishing and tracking employer/employee relations program goals and objectives. Conducting Step Two administrative grievance conferences on behalf of the Secretary and drafting decisions. Representing management for disciplinary and grievance appeals at settlement conferences and at the Office of Administrative Hearings (OAH). Recommending and reviewing employee disciplinary actions and terminations. Interpreting and providing training on departmental personnel statutes, regulations, policies, and union Memoranda of Understanding (MOU). Providing advice and guidance to directors and supervisors concerning complex personnel and collective bargaining issues. Assisting with counseling employees about misconduct and performance issues. Reviewing and providing input on legislation impacting grievances, MOU disputes, and disciplinary actions. Managing the State Medical Director Program and the Employee Assistance Program on behalf of MDOT and coordinating employee referrals. Participating and coordinating activities related to negotiating various Memoranda of Understanding (MOUs), side letter agreements, etc. Providing advice and guidance to the various departments in MDOT on collective bargaining matters, including the interpretation of contract language, to ensure consistent application of contract terms as appropriate. Developing and conducting training programs related to employee and labor relations policies, procedures, and grievance processes. Negotiating the dispositions of grievances or disciplinary actions appeals (e.g., stipulated agreements, withdrawal of charges for termination and resignations) with represented employees and Attorneys. The position manages a staff of professional and paraprofessional employees and is responsible for maintaining the integrity of the employee discipline and grievance system while balancing the needs of Executive Management to support MDOT in achieving its goals and objectives. The manager may present to MDOT executive staff, assistant attorneys general, legislators, and/or union leaders as required. The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County). MDOT Benefits Qualifications Preferred Qualifications: Education

: A bachelor's degree from an accredited college or university. Experience

: Four (4) years of progressive professional human resources experience in the area of Labor/Employee Relations, including managing the progressive discipline process for an agency or organization, to include conducting investigations, facilitating investigatory, mitigating, and disciplinary meetings, facilitating settlement conferences, and defending progressive disciplinary actions in administrative or legal hearings; Four (4) years of experience representing management before an administrative law judge in hearings at the Office of Administrative Hearings (OAH) or a similar adjudicatory setting involving all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis; One (1) year of the above experience must include supervising professional employee relations staff. The ideal candidate will possess: Experience working in a union environment and familiarity with collective bargaining laws and related processes. Experience preparing for and presenting to an adjudicator. Ability to effectively manage multiple high-level projects and deadlines simultaneously. Excellent problem-solving and critical-thinking skills. Excellent verbal and written communication skills. Excellent conflict management skills with certification/training in mediation and/or alternative dispute resolution. Innovative solutions to complex personnel issues within the parameters of state government. Experience working in a large, operationally diverse organization. Subject matter expert knowledge on employee relations issues and applicable laws, regulations, and policy.
