We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid-, senior, and expert levels. Credence Management Solutions is seeking a Senior Health Systems Advisor for Global Health Security and Resilience. The Senior Health Systems Advisor will primarily support the USAID, Bureau for Global Health, Office of Health Systems (OHS) as a Credence Institutional Support Contractor (ISC). The Senior Health Systems Advisor will serve as the OHS technical advisor to ensure the integration of global health security-related considerations into HSS programming. Health systems strengthening efforts should promote and strengthen capacity for effective and iterative risk management across all levels. Additionally, HSS efforts should foster engagement of communities and across sectors to identify actions that will increase system resilience. Salary Range
Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability. Responsibilities include, but are not limited to the duties listed below
Global Leadership Serves as a technical advisor on policy, planning, and programs in support of high-performing and resilient country health systems. Serves as the health systems liaison with the Emerging Threats Division and GHS-related work streams. Develops and provides technical guidance on the intersection of HSS and GHS. Provides recommendations on OHS efforts to track and capture lessons learned from USAID’s health system strengthening programming with a focus on global health security. Participates on design teams for new projects and provides technical guidance in the implementation and evaluation of these programs. Supports USAID missions in design, assessment, and evaluation of HSS focused programs especially those inclusive of GHS related activities. Develops and implements innovative and effective approaches to strengthen the capacity of Mission staff in designing, assessing, and evaluating high-quality HSS interventions with a focus on HSS resilience and global health security. Facilitates the sharing of health systems resilience-related best practices across US Government programs in different countries, including to other USAID HQ operating units. Provides USAID country health teams and implementing partners with informed input and ongoing technical support to ensure best practices in the intersection of HSS and GHS. Responds to information requests from USAID leadership and staff on the intersection of HSS and GHS. Guides the development of office-wide strategies for HSS-GHS research and programming. Participates in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development. Country Support Provide technical support and guidance to USAID Missions and country partners on health systems strategy and implementation in the public and private sectors. Participation and liaising within GH country teams to support integration of health system strengthening in field programs. Support USAID Missions in prioritizing health systems investments and in developing and implementing their HSS strategies, plans, program designs and evaluations. Education, Requirements and Qualifications
Master’s degree with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience. US Citizenship with the ability to obtain and maintain a Secret clearance is required. Training and relevant experience in health systems strengthening and global health security. Experience in designing, planning, implementing and evaluating health systems strengthening or global health security related programs. Excellent analytical, written and oral communication skills. Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams. Experience with USAID programming, and evaluation functions and procedures both in USAID/Washington and in USAID missions desirable. Ability to travel internationally approximately 20-25%. Competencies / Performance Criterion Experience with job duties/responsibilities specifically related to PD requirements. Demonstrated knowledge of and professional experience in health system strengthening in low resource countries/settings. Takes initiative to propose new ideas/approaches and demonstrates ability to find new and better ways to accomplish work. Communicates with clients, handling any issues politely and efficiently; maintains a pleasant and professional image. Takes ownership of work responsibilities and holds high standards. Works in cooperation with others and communicates effectively with co-workers, supervisors, subordinates, clients, and other outside contacts. Assesses and recognizes own strengths and weaknesses; pursues professional development aligned with organizational goals. Working Conditions and Physical Requirements
