Personnel Management

Provides/plans/maintains staffing patterns based on patient and operational needs. Assesses the number and level of personnel needed to provide quality patient care and adjusts staffing assignments appropriately. Schedules staff based upon patient needs and staff qualifications to provide safe effective patient care. Assignment of duties is appropriate based on competency and skill of employees. Recruits, interviews, selects, and assists in evaluation of staff in collaboration with Medical Advisor as appropriate. Develops and maintains current job descriptions and standards of performance of employees reporting to this position. Job descriptions are reviewed and revised at least annually and as needed. Interviews candidates for positions. Recruiting and hiring practices are in accordance with Augusta Health hiring standards. Evaluates assigned staff with evaluations completed within one month of evaluation due date. Clinical Management

Supervises all departmental activities related to patient care. Ensures that patient care needs are met in an appropriate fashion and in a timely manner. Assesses the delivery of care and identifies problems and any need for improvements. Plans ways to solve problems and to make improvements in the delivery of patient care in collaboration with the Administrative Director of Professional Services. Assures intra-departmental and inter-departmental services function effectively and efficiently. Works to effectively integrate services as appropriate. Keeps the Administrative Director of Professional Services informed on reportable situations and operational needs. Participates in the development, implementation and review of departmental operating policies and procedures in accordance with organizational policies and procedures and requirements of regulatory agencies. Develops, evaluates, and recommends revision of standards of practice, as needed. Ensures that the standards of practice are implemented and assists in the monitoring of standards as necessary. Continually evaluates standards of nursing practice, policies and procedures, by reviewing patient care records, interviewing, and observing staff and patients. Policy and procedure manual reviewed and revised at least annually. Quality Improvement

In collaboration with the Administrative Director of Professional Services, develops and monitors a comprehensive and effective quality improvement program. Establishes departmental standards of quality, productivity, and performance. Standards are established and reviewed at least annually. Ensures compliance with regulatory agencies and appropriate licensing/accrediting agencies in areas of service and personnel. Plans and implements action needed to comply with all regulatory and accrediting agencies. Participates on assigned hospital quality improvement teams and disseminates information to staff appropriately and in a timely manner. Plans ways to solve identified problems within the department and to make improvements in the delivery of patient care. Evaluates the effectiveness of problem solving techniques and activities implemented to improve services. Directs, supervises, and participates in implementing planned changes and activities to improve service in collaboration with the Vice President of Professional Services. Ensures the assessment of activities of the department, reviewing audit and QCC information as appropriate. Growth and Development

In collaboration with the Administrative Director of Professional Services, develops and implements a plan for departmental growth. Formulates long and short-term goals for department within the framework of organizational goals. Plans are recommended annually and reviewed/revised as needed. Sets priorities, assigns responsibilities and establishes appropriate timetables. Annually monitors and evaluates the accomplishment of departmental goals. Projects future needs for service, space, equipment, material, revenue, and personnel. Recommendations are made as needed for changes in these areas. Promptly submits required reports to the appropriate individual, committee, or department. Reports are prepared and informational. Data is accurate. Promotes and evaluates the achievement of department objectives in collaboration with the Administrative Director of Professional Services. Fiscal Management

Maintains optimal, cost-effective delivery of services. Actively participates in the planning and development of a realistic annual departmental budget, based on projected needs of patients served. Recommends budget information to administration for capital expenditures, operating expenses and revenue. Participates in the development of a business plan for any new services. Demonstrates fiscal responsibility as evidenced by monthly productivity and responsibility reports for the department that are in-line with projected outcomes. Consistently seeks to identify areas for improving cost containment and cost reduction. Professional Expectations

Holds self and staff accountable for delivery of quality services. Demonstrates the ability to develop and maintain effective working relationships with nursing, medical staff and other hospital personnel. Serves as a consultant in professional matters for personnel. Demonstrates ability to supervise (applying principles of personnel management), organize, and coordinate duties of professional and non-professional personnel. Demonstrates the ability to be analytical and critical in investigating, studying, and evaluating trends and developments in departmental practices and techniques. Minimum Qualifications:

Bachelor's degree required with emphasis in Respiratory Care. Must be licensed by the Commonwealth of Virginia. Must be registered as a Respiratory Therapist by the National Board for Respiratory Care (NBRC) with an active Virginia Board of Medicine Respiratory Practitioner license. Active member in good standing with the American Association of Respiratory Care (AARC). Must have 3-5 years of management experience with demonstrated leadership competencies. Competencies, Knowledge, Skills, and Abilities:

Knowledge of Respiratory Home Care as it relates to discharge planning. Must be able to understand and react effectively to the age-specific needs unique to assigned patients. Requires excellent interpersonal and communication skills combined with a diversified and complex approach to analyze and interpret specific and non-specific information in a decision making process. Has contact with a wide variety of people requiring ability to use a high level of tact and diplomacy. Requires discriminatory handling of confidential information. Must have a record of successfully demonstrating initiative, self direction and independence of thought, coupled with a diversified and creative approach to problem solving.
