THE POSITION
The City of Santa Barbara is seeking a highly motivated individual to supervise, plan, and coordinate the services and operations of the Wastewater Treatment section within the Public Works Department including the operations and maintenance of the wastewater and recycled water treatment plants and wastewater lift stations. Participates in the planning, organizing, directing, and reviewing the activities of staff in the operation, maintenance, and regulatory compliance of all elements of the City’s 257-mile wastewater collection system, the 6 million gallon per day (MGD) El Estero Wastewater Treatment Plant, and the City’s 1.2 MGD recycled water treatment plant.

Manage and coordinate the work of supervisory, technical, clerical personnel, maintenance technicians, planner/schedulers, and wastewater operators.
Organize, direct, and implement operation and maintenance schedules.
Analyze treatment procedures to ensure compliance of the wastewater systems with all applicable local, state, and federal regulations.
Advise and coordinate work with staff, contractors, consultants, and a variety of agencies in major modifications, renovation, and construction projects.
Write concise and clear reports.
Ensure facility compliance with Federal, state, and local rules, laws, and regulations.
Perform responsible and difficult work involving the use of independent judgment and personal initiative.
Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
Coordinate and compile information and statistics into complete records and reports.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Select, train, supervise, coordinate, and evaluate staff.
Create and maintain a positive work environment that values trust, respect, integrity, and honesty.
Motivate staff towards a common vision that fosters a collaborative, inclusive, and trusting workplace.
Prepare and maintain technical records and prepare comprehensive reports.
Develop and implement goals, objectives, policies, and priorities for wastewater operations and maintenance.

Communicate clearly and concisely, both orally and in writing.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five (5) years of increasingly responsible experience in the operation and maintenance of wastewater treatment plant lift stations, and recycled water treatment facilities including two (2) years of administrative and supervisory experience.
Education and/or Training:
Equivalent to an Associate of Science degree with major course work in civil engineering, chemistry, biology, construction technology, or a related field.
License Requirements:
Possession of a valid driver's license.
Possession of a Grade IV Wastewater Treatment Plant Certification issued by the State of California at the time of appointment, and the ability to obtain a Grade V certificate within one year of appointment.
