Salary: FY24 Grade 11NU, annual salary $116,800 - $155,800 plus excellent benefits
General Summary
: The purpose of this position is to manage and oversee Town and departmental information systems, to support the Town's operating units in their use of information technology, to recommend cohesive IT plans, standards, and to train users to make full and effective use of information technology resources. The IT Director defines the Town's service and operational objectives, the appropriate, cost-effective information management strategies, and the acquisition, implementation and maintenance of information systems and related components. The Information Technology Director is responsible for establishing, maintaining, and improving the efficiency and effectiveness of all areas under his/her direction and control. Essential Job Functions
: Vision and Strategy Facilitate long-range planning, including revising, evaluating, and updating the Technology plan, as well as establishing objectives and plans for department operations. Develop and maintain disaster recovery plan, capital budget strategy, strategic departmental and town-wide planning, capacity projection, and security structure and network design. Monitor, develop, and implement methods and tools for management of vendors, troubleshooting, cybersecurity, integration of applications, research, project management, financial analysis, supervision, training and all IT policies town wide. Leadership and Management Prepare and administer the departmental budget as well as providing cost benefit analysis regarding information system decisions to department heads and other decision-makers. Technology Operations Identify and resolve system management issues as they relate to user support, operations management, configuration management and security. Determine the needs of the user community and recommend improvements for hardware and software upgrades. Responsible for maintaining and monitoring the local and wide area networks of numerous municipal buildings and associated data within the information technology standards of the Town. Ensure both the physical and informational security of the Town’s information systems. Provide installation, configuration, administration, troubleshooting and support of Town network infrastructure (LAN/WAN) and services including hardware, software, network security, data recovery management, network printing and remote access, e-mail, firewalls and routers. Oversee installation of network wiring and hardware. Troubleshoot/diagnose and fix network hardware and software problems in a proactive manner to ensure system reliability, maximum availability, and performance. Research and recommend appropriate solutions to network problems. Develop specifications for purchase of hardware, software and related equipment and procure IT components as necessary, subject to appropriation. Maintain effective staffing to meet Town IT requirements. Communication, Support and Training Determine appropriate training programs to ensure that Town employees utilize the Town's IT resources effectively/efficiently. Supervise IT staff for maintaining effective Town user services such as help desk, user training, user email accounts, multiple application systems and internet access. Provide necessary support for MUNIS and other applications, and assist with special projects. Develop and manage relationships and contracts with hardware, software and services providers. Minimum Entrance Requirements: Bachelor’s degree
in information systems, Computer Science or other related technical degree;
10 years ’ experience working in information technology; experience in the
public sector
and an understanding of complex public organizations preferred. Or any equivalent combination of related experience and education. Strong
interpersonal, management
skills to build a team approach with staff members in order to support user services. Proficient in all current versions of
Windows Server OS . Advanced knowledge in the current version of
Windows SQL Server . Proficient in all phases of computer hardware/software technology including computer systems operation and maintenance, email management, data communications, information security, contingency planning, computer user relations and training, and internet connectivity. Must be able to design, manage and troubleshoot
networks, computer systems and software packages . Must be able to
communicate effectively
