Responsibilities:

The Consultant will support Barrow Wise's GSA PSHC project and perform the following duties:

  • Assess the current state of the PSHC business and its supporting business processes
  • Research, analyze, and evaluate the business, contract, market, financial, cost, budget, and other types of data and prepare backup information and presentations as required regarding program data analysis and trends
  • Identify internal and external business issues and operational efficiencies, improving performance, tracking, and reporting
  • Assist in managing end-to-end strategic projects, which can include but may not be limited to developing and documenting "as-is" and "to-be" business processes, identifying cost savings and avoidance, documenting recommendations, capturing best practices and lessons learned, and providing final reporting
  • Provide expertise in program and project management disciplines and methods, including the development of project plans, schedules, monitoring and reporting of project status, and modification/revision of plans
  • Assist in the development of program annual business volume projections and effective Industrial Funding Fee (IFF)/Contract Access Fee (CAF) rates
  • Recommend strategies and tactics to best position PSHC to meet current and future customer and industry needs in alignment with GSA/FAS strategic plan based on a business assessment
  • Assess and address PSHC's human capital needs to achieve future state success
  • Conduct stakeholder engagement, communications, and change management activities supporting PSHC strategic planning initiatives
An ideal candidate has the following:
  • U.S. Citizenship
  • Bachelor's degree in Business Administration, Management, Economics, finance, or a related field
  • Preferred: Certified Business Analysis Professional (CBAP) and/or Project Management Professional (PMP) Certification
