SiloSmashers is seeking a dynamic and experienced Business Development Manager to lead our efforts in expanding our business in the Federal Government space. The role encompasses a mix of business development and capture management, and it requires a strategic thinker with a proven track record of success in the federal sector. The Business Development Manager position will report directly to Director of Strategic Growth and is responsible for identifying, developing, and closing business opportunities within the Federal Government market.
Specific responsibilities will include the following:
•Conduct market research and segmentation to identify trends, opportunities and potential clients within the Federal Government, with emphasis on Government-wide contract vehicles;
•Originate and lead efforts to capture targeted Government contracts either as a prime or subcontractor.
•Participate in the overall capture business processes, including teaming strategies, proposal win strategies, and bid decisions.
•Develop personal relationships and leverage SiloSmashers PM relationships with Federal agency decision makers to understand their mission objectives, challenges, and procurement processes.
•Collaborate with SiloSmashers Program Managers (PMs) and teams to develop growth strategies and new business opportunities within existing clients.
•Develop and maintain a positive relationship with SiloSmashers IDIQ Primes and develop task order selling strategies.
•Assist proposal managers in pre and post RFP release proposal development activities, ensuring proposal submissions are compliant and responsive.
•Provide expert technical writing capabilities to proposal efforts.
•Represent the company at government and industry networking events.
•Support marketing efforts: advise on website content and updates, collaborate on marketing slicks/materials, white papers, etc.
Critical Success Factors: A candidate should ideally possess the following attributes:
•A high degree of compatibility, in personality, style, and work ethic, with the SiloSmashers Executive Team, PMs and the other staff.
•A broad knowledge of federal procurement practices and contract vehicles, particularly GSA schedules, MACs, and GWACs, and the government's bid and proposal process.
•Executive business development skills for interfacing with senior executives in government agencies and other C-level executives in the commercial marketplace.
•Ability to take input from multiple sources, work with technical teams to resolve differences, and write technical applications in one voice.
•High energy, self-starter, able to quickly assimilate into a dynamic, fast-paced environment, and build teams in the process.
•Excellent presentation and communication skills.
•Strong organizational and project management skills.
•Strong reputation for integrity and ethics.
•Must be clearable to Top Secret. Education:
•Bachelor's degree or equivalent experience
•Any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position Experience:
•Demonstrated minimum 7 years' of Federal market experience providing business development for professional services and/or complex technology solutions.
•Experience capturing and winning large ($10M+) Federal contracts.
•Ability to lead all aspects of the Federal sales cycle and RFP responses, including leading or supporting opportunity capture activities, developing overall win strategies, deal shaping, developing teaming strategies, price-to-win, and bid evaluation.
•Knowledge and understanding of sales methodologies, such as Shipley, applicable to Federal Government business development and Capture.
•A documented track record of closing and meeting performance objectives with a track-record of consistently meeting or exceeding performance goals.
•Experience in writing proposals and sources sought in response to federal solicitations.
•Experience in preparing resumes, past performance statements, managing data calls, and preparing relevant proposal sections. Technical Requirements: Proficiency in the following software programs is necessary for this role:
•Microsoft Office, including Word, Excel, PowerPoint, Outlook;
•Microsoft SharePoint;
•Internet Browsers (Firefox, Chrome, Internet Explorer);
•Customer relationship management (CRM) software;
•Business Intelligence tools such as Govwin, Sam.gov, USASpending.gov and FedConnect.
