WAGE RANGE: $79,976.00 - 95,888.00 per year DOE

Position Summary:

Part of team of three Human Resources (HR) Generalists, providing professional human resource advice, guidance and service to employees and managers. Serves as a primary point of consultation, coordination, and liaison for assigned customers on full range of HR operations including employee relations, HR investigations, performance management, compensation, and employee documentation and data. Maintains professionalism in all interactions with internal and external customers and adheres to confidentially requirements. Honors and represents the mission, vision, values of CIT and of the HR department.

Essential Duties & Responsibilities:

  • Serves as primary HR Generalist for Human Services (or) Health Services employees, supervisors and managers.
  • Onboards and processes new hires. Verifies completeness and accuracy of all employee forms.
  • Processes and reviews contingency results. Provides summarized report and certifies eligibility for employment or volunteer, based on pre-established criteria.
  • Provides advice, guidance, and support to CIT management and staff on employee relations issues, including workplace disputes, grievances, HR investigations, employee performance-based actions, at-will employment changes, and policy interpretation.
  • Conducts both formal and informal investigations and provides reports outlining facts and potential outcomes for non-customers.
  • Works closely with Department Supervisors, Legal and the HR Director on drafting performance improvement plans (PIP), written reprimands, expectations and directives. Connects and follows-up with supervisors to ensure plans are appropriately followed.
  • Assists in responding to complaints regarding harassment or discrimination; assists in any necessary investigations and disciplinary actions.
  • Works closely with the HR Operations Manager on performance management and succession planning.
  • Supports development and review of sound job descriptions utilized for a variety of HR and management needs.
  • Analyzes jobs using observation, survey, or interview techniques.
  • Ensures source documentation exists for decisions/actions. Maintains accurate and complete employee records.
  • Creates and distributes internal communications regarding appointment actions, employment status changes, or company policies.
  • Provides coaching to supervisors on performance management.
  • Maintains records, files, materials, documents, and databases; ensures records are accurate and updated; review, research and summarize a variety of statistical reports; ensures the integrity and security of confidential employee data.
  • Maintains current knowledge of tribal, state, federal and other applicable law, regulations, and requirements related to benefits, compensation, recruitment, and other HR and employee programs.
  • Coordinates and validates random and reasonable suspicion drug testing is completed in a timely and accurate fashion.
  • Provides comprehensive, thorough, and consistent risk-based HR options to decision makers.
  • Supports and serves as a backup with other HR, Payroll, Employee Development, and administrative, as needed.
  • Assists with the management of the HR email ticketing system, monitoring tasks assigned to HR Operations Team members.
  • Completes special projects as assigned by HR Director and/or HR Operations Manager.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional form of government and tribal customs and traditions.
  • Knowledge of department organization, functions, objectives, policies and procedures.
  • Knowledge of principles, practices and trends in recruitment and employment; compensation and benefits; record-keeping systems; and performance development and evaluation systems.
  • Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment
  • Skill in HR investigations and delivering training.
  • Skill in conducting analysis to provide legally defensible risk-based HR options to managers and supervisors.
  • Ability to work independently and meet strict timelines.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to exercise independent judgement.
  • Ability to maintain strict confidentiality.
  • Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
  • Ability to work onsite and successfully engage as well as communicate with staff.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in preparing, reviewing, and analyzing operational and statistical reports.
  • Skill in gaining cooperation through negotiation and persuasion.

Minimum Qualifications:

  • Bachelor’s degree in human resources or related field.
  • Four year of human resources experience required.
  • SHRM, HRCI, or Tribal Human Resources Professional (THRP) Certification preferred.
  • Total of eight years of combined post high-school education and human resources experience may be considered.
  • Valid driver’s license is required when driving for work related purposes.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

  • Federal, state, and/or tribal criminal history and sanction checks including fingerprint verification

Physical Demands:

While performing the duties of this job, the employee regularly is required to utilize computer equipment for extended periods of time. The employee must be able to give and receive communication effectively in person, over computer, or in front of groups of people. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee may occasionally be required to lift up to 20lbs.

Work Environment:

Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Travel is required for training, meetings, conferences, presentations, and other events.
