WAGE RANGE: $38.45 - $46.10 per hour DOE

Position Summary:
Contributes to the efficient daily operations of the Cowlitz Indian Tribe by identifying and recruiting a qualified workforce when and where needed. Through proactive outreach, ensures all recruitments have Cowlitz Indian Tribe, enrolled members of other tribes or Alaskan Natives qualified candidates for consideration. Coaches hiring managers in legally defensible selection processes. Primary recruiter for Health and Human Service occupational categories, backup recruiter to all other positions within the Tribe. Working with managers, coordinates and delivers all pre-employment activities creating an excellent candidate experience up to and including provisional offer of employment. Adheres to confidentially requirements. Honors and represents the mission, vision, values of CIT and of the HR department.

Essential Duties & Responsibilities:
- Positions the Cowlitz Indian Tribe as an employer of choice in all our locations. Creates excellent experience for all candidates and hiring managers.
- Serves as primary recruiter for designated customers.
- Serves as back-up for recruiting team members.
- Manages all areas of the recruiting process to include, hiring manager consultation on competencies required for the position, job posting, candidate sourcing, screening applicants for minimum qualifications and Indian preference, interview scheduling, participating in interviews, when needed, recommending salary offer based on candidate experience, and extending provisional offer of employment.
- Develops and implements recruitment plan aimed at connecting Cowlitz and other enrolled tribal members with jobs. Attends tribal events, career fairs, conferences, and other gatherings where candidates gather. Creates and hosts virtual and in-person hiring events.
- Maintains a pool of pre-screened and approved Cowlitz Indian Tribe volunteers and short-term replacements when a critical position needs to be covered during an expected or unexpected absence of the regular employee.
- Eliminate barriers to employment by making it as easy as possible to apply for jobs with the Tribe.
- Creates and facilitates timely recruitment processes to prevent delays that result in the most qualified candidates no longer being available for employment. Strives to extend provisional offer within 30 days of job posting.
- Organizes and maintains all recruitment related approvals, records, files, materials, documents, and databases; ensures records are accurate and updated; ensures strict confidentiality of HR files and documentation; ensures the timely entry of data into HRIS systems.
- Develops, communicates, and coaches hiring managers on their responsibilities in legally defensible hiring process. Write and/or review interview questions.
- Administers and maintains the job posting/applicant tracking system. Provides training for employees and hiring managers participating in the screening process.
- Ensures the applicant tracking system is working efficiently, researches solutions, supports applicants and employees through the hiring process, and provides necessary training and updates for the system and staff.
- Prepares new hire reports for payroll uploads.
- Professionally and enthusiastically represents the opportunities and benefits of employment with the Cowlitz Indian Tribe at tribal events, job fairs, conferences and other gatherings. Identify and coordinate participation in events. Create dynamic recruitment materials and displays for job fairs.
- Manage data and report on candidate/appointment demographics.
- Performs administrative functions as needed including filing, typing, data entry, preparing HR Actions, reception desk coverage, photocopying, shredding, and mail log.
- Supports and provides backup for the HR Operations Team, Payroll & Benefits Team, and Receptionist as necessary.
- Creates expectation of and maintains confidentiality of all personal information and issues.
- Assists with the management of the HR email ticketing system, assigning tasks to team members.
- Contributes to a team effort and accomplishes related results as required.
- Assists with benefit questions during the provisional offer process.
- Partners with Directors, Managers, Supervisors, and other Human Resources team members to provide seamless, consistent, and legally defensible service to customers.
- Champions and creates opportunity for Tribal preference in all hiring activities.
- Provides back up support to HR Department and assists the HR Director with special projects as necessary.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge of records management and basic accounting procedures.
- Knowledge of principles, practices and trends in recruitment and employment; compensation and benefits; and record-keeping systems.
- Skill in operating various word-processing, spreadsheets, and database software programs.
- Skill in treating internal and external customers with tact, courtesy, and respect.
- Ability to maintain confidentiality.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
- Ability to communicate efficiently and effectively both verbally and in writing.
- Ability to handle multiple tasks and meet deadlines.
- Ability to work independently with minimal supervision.
Minimum Qualifications:
- Bachelor’s degree in human resources, Business Administration, or related field.
- Three years of HR or recruitment related experience.
- SHRM, HRCI, or Tribal Human Resources (THRP) Certification preferred.
- A combination of relevant education and related work experience may be considered.
- Valid driver’s license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

- Pre-employment drug screen.
- Reference checks, education and employment verification.
- Federal, state, and/or tribal criminal history and sanction checks.
Physical Demands:
While performing the duties of this job, the employee regularly is required to utilize computer equipment for extended periods of time. The employee is required to transport materials, set up displays, and engage with prospective applicants at all-day events, may require extensive standing. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee may occasionally be required to lift up to 40 pounds.
Work Environment:
Work is generally performed in an office setting with a moderate noise level. Work will occasionally be in a large group career fair type setting interacting with many people throughout the event. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Travel may be required for training, meetings, conferences, presentations, and other events.
