Under the direction of the Assistant City Engineer, this position is primarily responsible for working independently and with minimal supervision on complex and large-scale land development, capital improvement projects, and other engineering functions for the City within the Engineering Services division. Classification is determined based on whether or not the final candidate is a licensed engineer with the State of California.

Duties and Responsibilities:
• Reviews and evaluates public improvement plans, including street improvement plans, sewer plans, storm drain plans, grading plans, tract and parcel map easements, and subdivision maps
• Conducts reviews of technical reports, including geotechnical, hydrology and sewer area study to ensure compliance with City Unified Development Codes and City design standards
• Supervises, trains, develops, and mentors employees; evaluates performance and resolves employee performance issues
• Prepares and reviews staff agenda reports and resolutions for City Council approval
• Advises and assists the public, developers, contractors, and other engineers, and ensures

project compliance with construction codes, City ordinances and standards, and the project's Conditions of Approval
• Provides technical support to the public and City staff at the Engineering Permit center
• Investigates and resolves citizen inquiries, requests, and complaints
• Researches, prepares, and presents reports on a variety of engineering matters
• Conducts site visits to investigate issues related to local drainage, slope failure, landslide, flooding, and unpermitted grading work
• Position may be subject to assignment within the Public Works department's Capital Improvement Projects division, where the duties and responsibilities include, but are not limited to:

o Acts as a project manager overseeing design and construction of infrastructure and public facilities capital improvement projects; prepares requests for proposals; writes specifications; prepares cost estimates; oversees the bid process; negotiates and administers contracts; ensures compliance with grant funding requirements; conducts public meetings; tracks and maintains project scope, budget, and schedule during design and construction; attends site visits during all phases of projects

o Oversees the research and compilation of engineering, building, land use, and construction documents in support of capital improvement projects; maintains accurate records for assigned projects
Education and Experience
• Bachelor's degree in Civil Engineering or a related field
• Four years of professional civil engineering experience
• Supervisory or lead experience is highly desirable
• Possession of Engineer-in-Training (EIT) certificate is highly desirable
• A valid Class C driver license or the ability to utilize an alternative method of transportation to carry out job-related functions may be required
• Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
Requirement for Engineer level only: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers
Knowledge and Abilities
• Knowledge of engineering regulations, including construction codes, City ordinances and standards, and federal and state laws, and the ability to ensure compliance with these codes, and laws
• Strong leadership skills and the ability to effectively supervise, mentor, and evaluate employees
• Strong understanding of, and experience with, overseeing projects that involve regional and federal grant funding as it relates to schedules, budgets, funding agency approval processes, including, but not limited to, right-of-way, utility requirements, disadvantaged business requirements, and construction impacts (only pertains to Capital Improvement Projects division)
• Ability to analyze and evaluate design drawings and specifications; read and utilize field survey notes; and interpret, explain, and apply applicable engineering laws, codes, and regulations
• Strong project management skills and the ability to oversee and manage multiple projects simultaneously, be sensitive to deadlines and changing priorities, develop project cost estimates, work within the constraints of the budget, and monitor contracts
• Strong analytical skills and the ability to analyze engineering-related problems, be an innovative and strategic thinker, and provide sound policy and procedural recommendations
• Strong written and verbal communication skills and the ability to communicate clearly and concisely, make public presentations, and write clear, concise reports
• Strong interpersonal skills and the ability to build strong collaborative relationships with City employees, outside agencies, contractors, consulting engineers, and the public
• Strong customer service skills and the ability to provide relevant information, find workable solutions, and resolve difficult issues
• Ability to work both autonomously and within collaborative teams
• Ability to demonstrate a high level of ethics, integrity, and professionalism
• Ability to lift, drag, and push files, paper and documents weighing up to 25 pounds

Compensation includes enrollment in California Public Employees' Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
