The Position: Coconino County is seeking a creative, collaborative, and innovative professional to serve as the next Assistant Human Resources Director. The individual will be flexible and responsive to the department needs, committed to collaborative teamwork, able to anticipate challenges and committed to continuous improvement. The Assistant Director will have a passion for human resources and strong leadership skills, as well as a desire to develop staff, programs and initiatives in alignment with the department vision, mission, goals, and objectives.

The Profile: The Assistant Human Resources Director will provide staff leadership as well as establish and maintain strong, positive working relationships with internal and external partners. The successful candidate will be creative, strategic, and adaptable to changing needs. The Human Resources Department offers a team-oriented environment that fosters individual participation in the department's goals.

The Human Resources Team is made up of 14 staff and takes great pride in serving employees, departments, and residents. This position may require occasional travel to outlying areas of the county including Williams, Tuba City, Page, and Fredonia.

Nature of Work: Under general direction, performs work of considerable difficulty in the planning, organizing, directing and coordinating the activities of the Human Resources Department; performs related work as assigned.

Please note: The hiring range for this position is between $95,000- $105,000

Assists the Director in the development and administration of all human resources functions including policy and procedure administration, recruitment and selection, employee relations, classification and compensation, employee and organizational development, employee benefits, ADA, and personnel records management. Conducts supervisory meetings, attends management meetings and full staff meetings. Selects, plans, assigns, supervises, trains, and evaluates the work of subordinates. Cooperates with and coordinates activities and programs with other department divisions, community/governmental agencies, providers, organizations, professionals, and the public. Represents the department in public appearances. Gathers, compiles, and analyzes activity reports to evaluate the efficiency and effectiveness of departmental and mandated programs. Assists with the preparation and administration of departmental budget. Oversees or compiles statistical data for various reports. Monitors compliance with contractual requirements, regulations, and standards. Acts as Human Resources Director in that person's absence. Performs other job-related functions or duties as assigned.

Essential functions of this position include: reaching; working with and around others; dealing with interruptions; vision acuity (far) for driving, (near) for reading, etc.; color vision; hearing and speech (ordinary conversation) for phones and communicating with staff, and the public.

Minimum Qualifications: Bachelor's degree in public administration, human resources administration, business administration or related field, and four years of progressively responsible administrative or supervisory experience in Human Resources administration; OR Associate degree in public administration, human resources administration, business administration or related field, and five years of progressively responsible administrative or supervisory experience in Human Resources administration; OR Six years of progressively responsible administrative or supervisory experience in Human Resources administration; OR Any combination of education, training and experience which demonstrates the ability to perform the duties of the position.

Considerable knowledge of: Human resources program design and management. Principles and practices of positive supervision. Working knowledge of: Compensation/classification program design and job measurement. Principles and practices of public administration. The use of automated data management systems. Techniques of conflict resolution and mediation. Governmental budgetary practices, including purchasing. Federal, state and local laws, policies, and guidelines governing employment within Arizona. Business English and report writing. Ability to: Analyze complex personnel management problems and develop appropriate solutions. Plan, initiate, and manage projects from beginning to end, with minimal direction. Effectively carry out difficult and complex assignments requiring considerable independent judgment and initiative with a minimum of supervision. Work safely and support the culture of workplace safety. Establish and maintain effective working relationships with elected officials, appointed department directors, staff, other agencies, the media and the general public.
