The Position: Coconino County is seeking a creative, collaborative, and innovative professional to serve as the next Assistant Human Resources Director. The individual will be flexible and responsive to the department needs, committed to collaborative teamwork, able to anticipate challenges and committed to continuous improvement. The Assistant Director will have a passion for human resources and strong leadership skills, as well as a desire to develop staff, programs and initiatives in alignment with the department vision, mission, goals, and objectives.

The Profile: The Assistant Human Resources Director will provide staff leadership as well as establish and maintain strong, positive working relationships with internal and external partners. The successful candidate will be creative, strategic, and adaptable to changing needs. The Human Resources Department offers a team-oriented environment that fosters individual participation in the department's goals.

The Human Resources Team is made of up 14 staff and takes great pride in serving employees, departments, and residents. This position may require occasional travel to outlying areas of the county including Williams, Tuba City, Page, and Fredonia.

Coconino County: Coconino County is made up of 18,661 square miles, 16% of the entire state of Arizona. Coconino County is the second largest county in the nation, second to San Bernardino County and larger than the country of Switzerland. Coconino County was formally established in 1891 with Flagstaff designated as the county seat. Flagstaff is the county's largest city with approximately 75, 000 residents. Other incorporated communities within the county are Page, Sedona (primarily in Yavapai County), and Williams, and the Towns or Fredonia and Tusayan. 144, 000 persons live in the county. Twenty-seven percent of the population is of Native American descent, including the Havasupai, Hopi, Hualapai, Kaibab-Paiute, and San Juan Southern Paiute Tribes and a large portion of the Navajo Nation. Additionally, 14% of the population is Hispanic.

The county is comprised of 12% private land. Of the public land, the majority is United States Forest Service land and tribal land. The county is also home to one of the seven wonders of the world, the Grand Canyon, as well as many other National Parks and National Monuments. This presents unique challenges for this position, including the need to identify potential collaborations and opportunities to build relationships. Recent natural disasters including forest fires and floods have impacted the county, strengthening the need for collaboration with state and federal partners for funding repairs and reconstruction.

Nature of Work: Under general direction, performs work of considerable difficulty in the planning, organizing, directing and coordinating the activities of the Human Resources Department; performs related work as assigned.

Please note: The hiring range for this position is between $95,000- $105,000 . Typical Duties

(Illustrative only) •Assists the Director in the development and administration of all human resources functions including policy and procedure administration, recruitment and selection, employee relations, classification and compensation, employee and organizational development, employee benefits, ADA, and personnel records management •Conducts supervisory meetings, attends management meetings and full staff meetings •Selects, plans, assigns, supervises, trains, and evaluates the work of subordinates •Cooperates with and coordinates activities and programs with other department divisions, community/governmental agencies, providers, organizations, professionals, and the public •Represents the department in public appearances •Gathers, compiles, and analyzes activity reports to evaluate the efficiency and effectiveness of departmental and mandated programs •Assists with the preparation and administration of departmental budget •Oversees or compiles statistical data for various reports •Monitors compliance with contractual requirements, regulations, and standards •Acts as Human Resources Director in that person's absence •Performs other job-related functions or duties as assigned

Essential functions of this position include: reaching; working with and around others; dealing with interruptions; vision acuity (far) for driving, (near) for reading, etc.; color vision; hearing and speech (ordinary conversation) for phones and communicating with staff, and the public. Minimum Qualifications

Bachelor's degree in public administration, human resources administration, business administration or related field, and four years of progressively responsible administrative or supervisory experience in Human Resources administration; OR

Associate degree in public administration, human resources administration, business administration or related field, and five years of progressively responsible administrative or supervisory experience in Human Resources administration; OR

Six years of progressively responsible administrative or supervisory experience in Human Resources administration; OR

Any combination of education, training and experience which demonstrates the ability to perform the duties of the position.

This position is "At-Will."

This position is exempt from overtime.

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

Considerable knowledge of:

- Human resources program design and management

- Principles and practices of public administration

- The use of automated data management systems

- Techniques of conflict resolution and mediation

- Governmental budgetary practices, including purchasing

- Federal, state and local laws, policies, and guidelines governing employment within Arizona

- Analyze complex personnel management problems and develop appropriate solutions

- Plan, initiate, and manage projects from beginning to end, with minimal direction

- Effectively carry out difficult and complex assignments requiring considerable independent judgment and initiative with a minimum of supervision

- Work safely and support the culture of workplace safety

- Establish and maintain effective working relationships with elected officials, appointed department directors, staff, other agencies, the media and the general public

- Follow written and oral instruction

- Communicate effectively both orally and in writing
