TECHNICAL BUSINESS ANALYST SUPERVISOR

The current hiring base salary range for this role is:

$106,970.00/year - $120,341.70/year

UCare anticipates paying within the above-references salary range for this position. The actual base salary offer for this position will be determined by a variety of components including but not limited to work experience, education, certifications, location of the role, internal equity, and other relevant factors.

Position Description

As the Technical Business Analyst (BA) Supervisor, you will be responsible to supervise the day-to-day operations of the Technical BA team, as well as being an active Technical BA assigned to projects. You will create process roadmaps looking at best practices, overseeing quality of daily work, providing one-on-one support to direct reports, and helping remove barriers to ensure the team is successful. You will own the quality of project requirements and user stories; support the QA Senior Manager with activities to create an organization that is driven by established quality standards and measures; provide mentorship and training to members of the organization in business analyst practices; and proactively contribute, offer recommendations, and identify risks and solutions associated with proposed or existing software applications strategies. Provides training, supervision, and staff development to enhance the knowledge and skills of staff. Train staff to ensure they adhere to procedures, processes and BA best practices. Establish regularly scheduled one-on-one staff supervision at a minimum frequency of monthly to review and evaluate appropriateness of work and deliverables. Establish regular team meetings, assist with problem solving complex issues and ensure requirements are delivered on time and meet required standards, allocate employees to projects, and provide backup support. Conduct supervisory oversight of staff interactions with internal and external customers. Support the QA Senior Manager in the creation of a roadmap/tactical plan to define and implement the key components of a common framework and competency leveraging BA standards and best practices. Analyze and assess current Technical BA processes, practices and procedures while implementing a center of excellence across all platforms. Initiate collaborative efforts across teams at UCare. Support the QA Senior Manager in the alignment of department priorities to that of the organization and realign strategic direction, when appropriate. Understand, communicate, and commit to the organization's vision, goals, and strategies. Develop and implement processes that produce requirement artifacts to support the Software Development Life Cycle (SDLC). Define metrics and targets for assessment, measurement and continuous improvement of Technical BA practices. Comply with standards and tollgates of SDLC and follow strategies, plans, and procedures already established within IT. Build relationships across the organization, while leveraging individual and cultural diversity to assist in achieving business goals and objectives. Partner with project managers, development managers, project members, operations and support resources to plan, coordinate, execute and report Technical BA activities associated with software development projects, enhancements and production support. Working in a matrixed environment, partner with other leaders and Human Resources to identify, discuss, and administer disciplinary action(s) for full-time and contingent/temporary staff. Assist with hiring practices and associate development for project resource roles. Other projects and duties as assigned.

Education

Four year degree in Computer Science, Information Systems, or other related field; demonstrated experience many be considered in lieu of degree.

Required Experience

At least five years of IT Business Analysis experience. At least two years of people leadership experience, with one year of experience leading people in a matrixed environment. Solid understanding of IT operations principles, constructs and standard methodologies.

Preferred Experience

Knowledge of health care or managed care industry. ITIL and or industry standard frameworks. Knowledge of Agile and/or Waterfall methodologies. Experience with process improvement methodologies.
