Its work is accomplished through four divisions: Workforce Development, Youth and Families, the OIC Workforce Academy, and OIC Strategic Integration.
Position Summary: The Chief Operating Officer (COO) is responsible for ensuring that the organization is well-positioned in a rapidly evolving and competitive environment by being an agent for ongoing organizational change, assessing, developing, implementing, and evaluating all operational aspects of the organization to foster continuous quality improvement and effective, efficient performance. The position ensures that strategies are clearly understood by all stakeholders and that the organization is achieving its strategic, financial, and contractual goals at an optimum pace and level.
The COO is responsible for a variety of high-impact activities including internal operations, oversight of two regions (Broward County and Miami Dade County), providing strategic leadership and oversight for program and facilities operations, human resources, and site expansion. This role is instrumental in ensuring consistent and effective internal policies, procedures, processes, and communications to strengthen OIC of South Florida’s operational functions and further position the organization for continued success.
The COO is responsible for the operational execution and contract negotiations of the for-profit Social Enterprise, assuring successful execution per organizational, contractual goals and standards. The role will work closely with the President/CEO on business expansion strategies, business development, and execution of all business matters.
In conjunction with the President/CEO, this position acts as a representative and ambassador to promote positive relationships and strong partnerships for the benefit of the organization.
Essential Duties and Requirements: Internal Relationships: This position works closely with the President/CEO, Board of Directors, Committees of the Board, and senior staff to assess, revise, develop, implement, and evaluate organizational policies, priorities, systems, and associated endeavors and businesses. Leads and develops senior staff to grow long-term goals, policies, and strategies to ensure successful operations, programming, fundraising, and community initiatives. Considers and analyzes the implications of proposed actions and decisions by individual areas of the whole organization.
Leadership Oversight & Responsibilities: Oversee all operations of OIC of South Florida and its associated entities, assuring efficiencies, compliance, and performance of all contractual agreements with funding entities, sub-contractors, and other entities. This position assures compliance with all federal, state, and local laws related to all elements of the organization. Additionally, this role provides executive leadership of all human resources and administrative functions of the organization, assuring effective and efficient execution.
Organizational Planning: Facilitates the development, maintenance, and monitoring of organizational plans. Partnership with the CEO, Board and executive team, development and successful execution of the strategic plan. Leads the organization through transformation and ongoing change. Ensures clarity, understanding, commitment, and the successful execution of OIC-SFL operations among all executive leaders, directors, managers, employees, partners, and more. Leads the execution and integration of the strategy-aligned departmental work plans. Manages organizational operations in alignment with the annual operating and capital budgets in collaboration with the President/CEO and senior leadership team.
Qualifications/Experience: Bachelor’s degree required; graduate degree preferred. A minimum of 10 years of professional experience in an executive management/leadership role, ideally in a rapidly evolving institution, preferably in human services and/or a workforce development organization(s). Highly organized and able to wear multiple hats in a fast-moving environment. A driving force who manages toward clarity, solutions stated outcomes per the CEO and Board of Directors. A successful track record in setting priorities, shaping processes, guiding investments in people and systems, and developing an infrastructure that creates a stronger and more efficient organization. Ability to work effectively under pressure to meet tight deadlines and goals. A consummate team player with strong business acumen and strategic capability. Excellent communication and coalition-building skills with an ability to balance, negotiate, and work with internal and external stakeholders. A high level of knowledge and understanding, especially related to program replication, connecting programs to funding, creatively generating other resources, and building strategic partnerships. The ability to lead and motivate groups and individuals. A strong ability to think creatively and strategically to mediate and negotiate with individuals and groups, internally and externally. Able to overcome obstacles to foster harmonious relations and cooperation. Strong project management skills with the ability to balance competing priorities, complex situations, and tight deadlines. Proven leadership and consensus-building skills. Solid and broad understanding of all aspects of fiscal management and information technology (IT). Proven negotiation and mediation skills. Excellent written, verbal, and interpersonal communication skills. Ability to produce and decipher complex written reports. Grant writing experience with a strong ability to assist in the writing and review of new and renewal grants. Personal qualities of integrity, credibility, loyalty, and a strong commitment to the mission of OIC of South Florida.
