Job Description
SUMMARY
The Procurement Specialist reports directly to the Procurement Manager and is responsible for all phases of procurement and distribution of orders for CTCLUSI to assure that the government property, materials, supplies and equipment purchasing process is streamlined, efficient, cost effective and in compliance with procurement policy and regulations established by Tribal, State and Federal regulatory agencies.
PRINCIPAL ACTIVITIES & RESPONSIBILITIES Assist with all CTCLUSI's purchasing activities (materials, supplies, equipment) Review transactions to ensure that purchasing practices are properly approved and recorded per Tribal polices and applicable laws. Process purchase orders & invoices for payment through designated accounting system. Verify receivable shipments, packing slips, and back orders. Identify any errors and makes corrections. Coordinate with AP team to assure new vendors are created in the Accounting system timely and properly. Conduct product and service comparisons to reduce costs and improve quality. Assist in preparation of requests for Quotes (RFQ); Request for Proposals (RFP); and Bid requests in both open and sealed process on required service and equipment purchases. Research debarred companies and vendors regularly. Responsible for managing assigned vendor processes. Assist in maintaining and/or updating the procurement workflows for the Tribal government purchasing software. Generate reports as needed. Promote teamwork through daily communication and coordination with all departments, including needed property or service concerns. Provide support to Finance Department with other finance/accounting related functions as needed. Assists with deliveries as directed. Maintain hard copies and/or electronic documents. Assist in providing procurement support & training for department users. Participate in departmental staff meetings, quality management activities, and professional development training as required Communicate effectively both orally and in writing. Other duties as directed. WORKING CONDITIONS & ENVIRONMENT

Experience and Skills MINIMUM JOB REQUIREMENTS
Must be at least 25 years of age. Must have a valid driver's license and eligibility to operate GSA vehicles. High School diploma or GED required. Computer literate with experience in MS Office Suite. Must be organized, self-motivated, and able to perform job functions independent of constant supervision. This position is subject to pre-employment drug testing and criminal history background check which may include fingerprinting. Must have employment eligibility in the U.S. Must be eligible to receive and maintain a valid license from the Tribal Gaming Commission. Indian preference will be observed in the hiring process. PREFERRED QUALIFICATIONS
Procurement and/or accounting experience in a Tribal Government setting. Prefer to have an Associate degree in accounting or related field,
OR
equivalent related work experience that shows ability to perform the principal activities and responsibilities. Prefer to have a minimum of two (2) years of procurement and/or accounting experience. Experience in developing and maintaining receiving and inventory control systems. Experience with accounting/purchase order systems (Prefer MIP & Microix, not required).
