ESSENTIAL JOB RESPONSIBILITIES:

This is a leadership position. As such, the Program Director for Housing and Supportive Services ensures the smooth operations and completion of the work product of the office. Work to maintain a positive relationship and office environment for all. Coaching and leading the office through program changes. Relaying information timely from the ESL corporate office and funders. Tasks to further this effort include the following: Provides leadership and coordination for improving BH Housing program efficiencies, effectiveness, and overall program quality. Coordinates/conducts in-service training for Housing case managers on changes in laws/regulations and standards. Oversees quality and utilization monitoring activities and care coordination. Directs the day-to-day operations of the program and implements programmatic and administrative policies and procedures to attain program goals and objectives. Supervises the Housing case managers, evaluates employee performance, and recommends human resources actions to the Vice President of Programs. Makes programmatic and administrative recommendations to the Vice President of Programs following the agency/program goals and objectives. Oversees the program productivity to meet established standards and ensure continuity of care in providing comprehensive services. Coordinates communication with other service components of the agency and outside agencies involved with agency clients. Provides leadership to program staff through guidance and supervision; fosters teambuilding. Adheres to the agency's policies and procedures. Serves on agency committees, working groups, and other bodies as assigned. Adheres to the agency's code of ethics and complies with the state mental health code. Carries out ongoing requirements of contracted services. Quality Control. Maintenance of the Quality Assurance Plan. Oversight of daily programmatic operations. Oversight of interviewing, hiring, and training according to company standards. Assists with billing procedures in concert with the Vice President of Finance. Conducts routine staff meetings and disseminates directives/info effectively and timely. Ensures necessary training and tools are provided for staff and training guidelines are followed according to agency standards. Ensures effective program budget management including oversight of funds receivable and expenditures. Willingness/ability to travel around south Louisiana required. REQUIRED SKILLS: PROVISION OF SERVICES: Knowledgeable of contractual requirements/deliverables and population specifics for all programs overseen. Assures that Easterseals’ long-standing tradition of providing high-quality complex case management services is honored and actualized. Develop and maintain working relationships with all program funders. Oversight of daily programmatic operations. Provide routine and meaningful supervision to all direct reports. Participate in agency activities around HUD grant writing for new and renewal funding opportunities. Ability to utilize the federal grant writing platform known as e-Snaps. Assure that all documentation and reporting guidelines/expectations are met. Serve as an integral part of the agency’s Quality Assurance process. Assure the integrity of program treatment model(s) being utilized, where applicable. Develop and oversee a system of clinical staffing for each program supervised. Assure the accuracy of program treatment outcome data submitted. Participate in benchmarking program outcomes against relevant national outcomes data about various service lines. Assure that all clients and significant others as well as employees are treated with respect and dignity, and ensure that their rights are preserved. Assess, as appropriate, client service provision in terms of performance criteria that reflect sound clinical practices. Adopt/implement/oversee evidence-based clinical practices where possible. Oversee program spending, participate in the budgetary process, assure proper calibration of spending based on available dollars, make recommendations to increase or decrease spending where needed. II. CLIENT FILE MAINTENANCE:

Review randomly selected client files each week using an ESL review checklist to ensure all documents are filed, up-to-date, and accurate. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform the essential duties satisfactorily. The requirements listed above are representative of the knowledge, skill, and/or ability required. A Master’s degree in a human services-related field is preferred; a Bachelor's degree is required. Licensure in a human services discipline (e.g. LPC, LCSW, LAC, etc.) is preferred, though not mandatory. Must have a minimum of two (2) years of Supervisory experience in behavioral health. Programmatic experience with HUD-funded services for people experiencing homelessness is required. Experience with writing HUD grants and working within the federal grant-writing platform called e-Snaps is preferred though optional. PHYSICAL REQUIREMENTS - with or without reasonable accommodations: The employee is regularly required to operate a computer, file and retrieve written documents, communicate with others on the phone and in person. The employee is frequently required to walk, sit, use hands, and lift and/or move lightweight items. Ability to move independently within the facility and community. Must be able to drive within the area programs exist to visit participants and funders in person. WORKING CONDITIONS: Work is performed in a normal working office setting that is environmentally controlled. The noise level in the work environment is quiet to moderate. Work can also be performed in different centers and residential housing settings, where you would interact with the general public.
