Summary:

The Pharmacist In-Charge/Pharmacy Manager shall ensure compliance with all laws and regulations governing the operation of the pharmacy. This position is responsible for pharmaceutical services related to the day-to-day operations of pharmacy services provided at Chugachmiut including the rural clinics. This position must provide accurate, safe, efficient, and cost-effective pharmaceutical care either directly or indirectly through the supervised efforts of support staff, to the patients and retail consumers. This position assesses medication appropriateness and effectiveness for patients and collaborates with healthcare providers regarding interventions necessary to optimize care. The Pharmacist In-Charge/Pharmacy Manager must possess knowledge regarding standard concepts, practices, and procedures within the field of clinical pharmacy, and be able to effectively communicate their thoughts and recommendations.

Major Responsibilities:

Pharmacist In-Charge Complies with the state and federal drug laws as regulated by the state board of pharmacy, the drug enforcement administration, and the food and drug administration by monitoring inspections; maintaining records for controlled substances; removing outdated and damaged drugs from the pharmacy inventory; supervising the work results of support personnel; maintaining current registration; studying existing and new legislation; anticipating legislation; advising management on needed actions. Provides training for all pharmacy personnel. Establishes, updates, and maintains policies and procedures for pharmacy operations. Appropriately stores all materials, including drugs and chemicals. Establishes and maintains effective controls against theft or diversion of prescription drugs. On request, reports to the board of pharmacy the names of all pharmacists employed by the pharmacy. Maintains all necessary requirements by the Alaska Board of Pharmacy to maintain a license to practice pharmacy and administer vaccines. Maintains all necessary requirements by the Alaska Board of Pharmacy to keep pharmacy license in good standing. Provides pharmacy orientation to new providers and medical staff. Maintains an up-to-date list of pharmacy formulary for pharmacy and clinics. Performs and keeps accurate records of biannual pharmacy inventory. Coordinates quarterly Pharmacy and Therapeutics meetings with providers to review Chugachmiut’s pharmacy formulary. Pharmacy Manager Prepares medications by reviewing and interpreting physician/provider orders; detecting and effectively communicating therapeutic incompatibilities. Dispenses medications by compounding, packaging, and labeling pharmaceuticals. Verifies prescription details with the healthcare provider who prescribed them, when required. Controls medications by monitoring drug therapies; advising interventions. Completes pharmacy operational requirements by organizing and directing workflow; verifying their preparation and labeling of pharmaceuticals; verifying order entries, charges, and inspections. Provides pharmacological information by answering questions and requests of health care professionals; counseling patients on drug therapies. Advises customers about the recommended use, dosage, and possible side-effects of medications. Develops staff’s pharmaceutical knowledge by participating in clinical programs and training health care professionals. Protects patients and health care staff by adhering to infection-control protocols. Maintains safe and clean working environment by complying with procedures, rules, and regulations. Maintains pharmacological knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Participates in community-wide health care activities such as health fairs as well as Chugachmiut hosted events which may be outside regular hours. Aides in the configuration of the pharmacy including development and review of the necessary policies and procedures. Maintains an adequate inventory of drugs and medications in support of clinic operations; maintains use and inventory control system and record keeping. Establishes and maintains a system for purchasing commercial drugs and medication and maintains financial records of such purchases in accordance with policies and standards established by Chugachmiut. Maintains a current system for charging of medications for patients that have 3rd party coverage of medications. Establishes agreement contracts with 3rd party payers covering our beneficiaries to obtain payments for received medications. Provides pharmaceutical services to patients served through the CHAP program by mail and telephone and provides prepackaged drug products and drug handling, storage and use information, and education to village Community Health Practitioners and Health Aides. This may entail occasional visits to villages, at which times patients may be visited in their homes to assess drug use compliance and to provide patient education. Works with the Purchased and Referred Care program to provide pharmaceutical services for prescriptions issued by licensed private medical physicians for services to Chugachmiut beneficiaries. Works with other Alaska Tribal Organizations for pharmaceutical service agreements with Chugachmiut. Maintains the pharmacy in a professional, sanitary, and secure manner; maintains a concise, exact and legally acceptable system of prescription and dispensing records and makes these available without notice to any and all appropriate and legally-designated auditing agencies or departments of agencies upon written request. Explains use, effects, and characteristics of all dispensed drugs and medications to each patient who has been prescribed the use of such agents. May be required to do home visits as needed for medication delivery and/or consultation. Safeguards the confidentiality of patient records and ascertains that records are released in conformance with rules and regulations. Ensures the maintenance of accurate patient records to reflect each patient’s health status and risk factors. Complies with all Chugachmiut licensed provider policies, regulations, and guidelines for patient care; participates in all Chugachmiut quality assurance programs and directed work groups. Works to maintain credentialing and obtains new skill levels as appropriate for service delivery. Works cooperatively with practitioners and ancillary staff to maintain efficient clinical operations and to promote communications and program development. Participates in Chugachmiut staff meetings as requested. Represents Chugachmiut on regional or statewide health committees as assigned. Serves as the back-up vaccine coordinator and assists Chugachmiut’s primary vaccine coordinator with ensuring all staff comply with the requirements needed to participate in the State of Alaska’s immunization program. Assists Chugachmiut’s primary vaccine coordinator with all vaccine-related duties including ordering vaccines, receiving vaccines, and distributing vaccines to our rural village clinics. Occasionally works outside of normal business hours in order to ensure proper receipt and transport of vaccines and medications. Assists with maintaining the procedure for ordering, receiving, and dispensing vaccines provided by the state and our own purchases. Works closely with State of Alaska Vaccine Program and VacTrAK to ensure accountability and documentation of vaccines given to patients. Prepares quarterly reports for Pharmacy Program, provides to Health and Medical Directors. Conforms to safety policies and general housekeeping practices. Demonstrates sound work ethics, flexible, and shows dedication to the position. Demonstrates a positive attitude, is respectful, and possesses cultural awareness and sensitivity toward clients and co-workers. Education Requirements:

Graduate from an accredited School of Pharmacy Current license to work as a professional pharmacist in the State of Alaska. Certified as a Pharmacist by the Alaska Board of Pharmacy Completion of an ACPE accredited Immunization program along with all state requirements to be able to administer vaccinations. Current Basic Life Support (BLS) certification or obtain within 1 month of hire Two (2) years of experience as a Pharmacist Five (5) years of experience as a Pharmacist preferred Two (2) years of experience as a Pharmacy Manager preferred Two (2) years of experience in a rural health care setting preferred

Hours of Work:

Hours of work are 8:30 a.m. to 5:00 p.m. This is a full-time 37.5 hours per week and 1950 hours per year position. Chugachmiut maintains a drug/alcohol free and non-smoking environment.
