Technical Project Manager I , based out of the
Georgetown
Area Office. This position performs advanced engineering, architectural, construction inspection or other technical project management work. Provides leadership related to all aspects of architectural or engineering construction projects by planning and controlling all elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Serves as a Project leader and Coordinator of all aspects of projects. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Position Description
This position performs advanced engineering, architectural, construction inspection or other technical project management work. Provides leadership related to all aspects of architectural or engineering construction projects by planning and controlling all elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Serves as a Project leader and Coordinator of all aspects of projects. Employees at this level are virtually self -supervising and assume direct accountability for the work product.
Essential Duties:
Responsible for leading and/or coordinating oversight of multiple technical projects. Compiles and distributes project information, status reports, and project budget expenditures. Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and
construction problems; reviews equipment utilization data and time/cost estimates. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and
contractors and assure coordination and approvals through FHWA. Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their
professional services contracting program. Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost
estimates and projections. Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.
Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them. Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are
acceptable and fulfill the terms of the project contract or specifications.
Monitors project phasing and traffic control plans and ensures adherence to approved safety standards. Oversees construction project assignments, determines work requirements to complete projects and coordinates scheduling
to accommodate projects already underway. Provides technical assistance in resolving construction problems related to contract administration. Serves as project/team leader or assistant project/team leader, which requires coordinating, planning and scheduling
during project development and implementation phases.
Trains professional and technical staff.
Performs other job responsibilities as assigned.
This position requires you to drive for TxDOT. Minimum Qualifications:
Education : Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience :
5 YEARS
construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle.

Project Management Professional (PMP) Competencies:
Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Project Management best practices Project scheduling and coordination activities Critical Path Method for managing projects Skill in short and long-range planning Public relations for maintaining effective working relationships with individuals and groups, both internal and external Addressing changes in scope and budget Leading, assigning, reviewing, and monitoring the work of others Operating computers and applicable computer software Analyze complex information and develop plans to address identified issues Identify project risks and gaps Evaluate process performance Establish project goals and objectives Follow applicable safety standards, practices and procedures Physical Requirements and Working Conditions:
