Position Information
The PEPS Division is responsible for procuring engineering, architectural and surveying services for transportation projects through professional services contract and has renovated, consolidated, and revitalized the engineering procurement process at TxDOT. PEPS is seeking a Contract Administrator I interested in building a long-term career with the Texas Department of Transportation. The ideal candidate should have extensive experience in with understanding state agency contracts and auditing financial expenditures, be able to work collaboratively as part of a team or independently, possess strong logical thinking skills, and be flexible and adaptable when faced with changes and challenges. Position Description
Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Assists with serving as a liaison between agency management, contractors and other customers. May conduct training on complex invoicing issues of statewide significance. Makes presentation at local, state and federal levels. Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Suggests or request contract renewals and amendments due to invoicing issues. Provides advanced technical assistance to plan, develop, implement, and monitor effective programs;
researches and makes recommendations. Monitor budget allocations related to invoicing expenditures. Reviews contract documents and ensures management understands and authorizes contract terms involving multiple statewide
contracting programs related to invoicing. Provides assistance with the maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or specific contracts; oversees writing of routine and unique correspondence. Audits invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures for payment. Assists in the creation of audits, researches and identification of problems with proposals, contracts, contractors or lettings and proposes solutions. Assists and provides advanced technical and administrative support to include reviewing, processing, answers questions, provides
assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants. Researches complex state and federal statutes and opinions, Department policies and previous contracts. Provides assistance to lead worker(s) to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees' career conversations; approving employees' leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager. Performs other job responsibilities as assigned. Minimum Qualifications:
Education:
Bachelor's Degree in business administration, finance, or a related discipline.
Experience:
6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
-Relevant experience may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications
Licenses and Certifications:
Valid driver's license. This position requires driving a state vehicle.

Extensive knowledge of:
Auditing and investigative methods, practices, and procedures Generally accepted accounting principles, procedures, and terminology Contract administration/management systems Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing-prolonged periods of time Repetitive Motion-substantial movements of the wrists, hands, and/or fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
