Oversees and manages policy for [highly-advanced] contract duties in support of large scope, high-dollar or high-risk contracts.Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations andensuring compliance with policies, laws, and acceptable contracting practices. Monitors progress/benchmarks, financialexpenditures, allocations, and inspects final results. Serves as the point of contact for contracts and related issues. Workrequires extensive contact with governmental officials and private entities. Employees at this level are virtuallyself-supervising and assume direct accountability for the work product.Essential Duties:Develops and implements management controls and oversight procedures.Develops methodologies, rules and procedures.Ensures compliance with laws, regulations, policies and procedures pertaining to functional area.Oversees or prepares the scope of work, specifications, and conditions for new contracts; prepares contracts; and awardsnew contracts.Oversees the operations and activities of monitoring contract performance, including developing and tracking keymetrics.Coordinates the training of new professional and/or technical contract staff.Facilitates analysis, oversees interpretation of legislation, statutes, federal regulations and implements thedevelopment of policies and procedures to ensure compliance with Department and governmental regulations.Develops, writes, revises and/or prepares, procurement documents, change orders, work orders, agreements, time extensionsand acceptance testing.Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance withterms of contract and policies; recommends cancellation of contracts when deviations occur.Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technicaltraining; providing input on employeesandrsquo; career conversations; approving employeesandrsquo; leave requests to ensure operations coverage;and presenting workflow and operational updates to the supervisor/manager.
