Summary This position is located in the Office of the Executive Director, Bureau of Oceans and International Environmental and Scientific Affairs (OES/EX). The mission of OES is to provide American leadership, diplomacy, and scientific cooperation to conserve and protect the global environment, ocean, and space. The Financial Management Division (FMD) provides a system of financial guidance and oversight ensuring proper management of funds. Responsibilities Coordinates annual and strategic program planning, program budgeting for the multiple supported organizations. Develops cost-benefit analysis of proposed budgetary and program actions and advises Bureau officials and program managers of the most advantageous courses of actions. Provides expert advice on the formulation, presentation and effectiveness of budgetary formulation. Reviews, analyzes, edits, and consolidates budget estimates and justifications submitted by managers. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with applying budget policies, procedures, and regulations to formulate and execute budgets for a large organization. Experience identifying and analyzing trends to inform budget projections and decisions and to evaluate potential impacts on budget execution and formulation. Experience utilizing budget databases, systems, and information to ensure the availability and appropriate use of funds. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
