Supervisory Security Specialist

Summary The position is located in the Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Construction, Facility and Security Management Directorate (CFSM), Office of Security Management (SM), Security Operations Division (SOD), Site Security Operations (SSO) Branch. The Office provides broad-based security management support for OBO and serves as the principal interface between OBO, the Bureau of Diplomatic Security (DS), and tenant organizations on security-related matters. Responsibilities Provide advice, guidance, and direction on a wide range of security related construction activities. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Identify and set budget requirements for the branch, administer fiscal resources, and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Develop and/or review operational security language to be included in contracts for the design, construction, or renovation of buildings. Approve the design and construction of temporary building access barriers, and other features affecting site integrity during the construction/renovation period. Review diplomatic construction projects and ensure the security integrity of each Controlled Access Area (CAA) construction project is protected by developing a specific Construction Security Plan (CSP). Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing security programs to prevent security vulnerabilities. AND Experience conducting short- and long-range budgetary and program planning. AND Experience planning, monitoring, evaluating work of staff members based on office priorities. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
