Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

Program Specialist III: $4916.67-$5250.00

Program Specialist IV: $5416.67-$5916.67

Program Specialist V: $5833.33-$6416.67

Qualifications:

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor's degree.

Experience:

•Three years of experience in a complex office environment.

•Two years of experience providing customer service.

•Two years of experience performing human resources management activities.

•One year of experience performing purchasing activities.

•One year of experience performing time and leave activities.

Preferred Qualifications

Preferred Education:

Graduation from an accredited college or university with a bachelor's degree in Business or Communications.

Preferred Experience:

One year of experience with accepted business practices and procedures for providing administrative services to executives or senior level managers.

One year of experience using CAPPS Financials or CAPPS HR/Payroll.

Substitutions

One additional year of experience in a complex office environment may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years).

Licenses and Certifications

Certified Texas Contract Manager (CTCM) or Certified Texas Procurement Manager (CTPM) is preferred.

Summary of Physical Requirements

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

•Performs Human Resources (HR) related activities, including completing, reviewing, and coordinating Personnel Requisition Forms (PRFs), Job Descriptions (JDs), and Personnel Action Forms (PAFs) to ensure compliance with agency policy. Develop, review, revise, and implement human resources division policies and procedures. Acts as the division HR liaison.

•Serves as an external training program liaison for FM courses and instructors. Monitors and ensures compliance with all division policies and procedures related to training. Assist external and internal students with FM training class registrations, class evaluations and training certificates of completion. Coordinate the monthly processing of computer software updates and reset passwords on all training computers every 90 days. Develop and implement policies and procedures to ensure appropriate operations.

•Serves as the internal division training coordinator to ensure employees are complying with the mandatory training requirements and number of completed hours required each fiscal year for management and staff. Registers employees for classes on learning platforms (ex. Percipio Learn Center) and prepares monthly reports to monitor compliance. Develop and maintain procedures to ensure continuity of operations.

•Serves as backup to Fiscal Management's executive assistant as needed. Coordinating calendars, meetings and other activities with other governmental agencies, executives, and organizations on behalf of the division director and assistant director and division managers. Assist division directors, managers, supervisors, and staff with general administrative duties.

•Performs time and leave related activities for the division to ensure employees are accurately reporting time and leave in the Centralized Accounting and Payroll/Personnel System (CAPPS). Assists Payroll department by ensuring all timesheets have been submitted and approved in CAPPS for all Fiscal Management employees. Researches and corrects employee leave errors in CAPPS. Records, monitors and ensures compliance with WALT/Telework Schedules and telework agreements for all staff.

•Serves as backup to purchasing activities, including obtaining price quotes, entering requisitions into automated system(s), reconciling invoices and purchase orders, distributing purchases and handling returns. Develop and maintain procedures to ensure continuity of operations. Assists in maintaining division supply cabinets and office supply stock. Place routine orders, distribute and maintain a sufficient level of supplies.

•Ensures that inquiries received and action items initiated by electronic and physical mail are distributed appropriately and monitored for completion and appropriate follow up.

•Serves as the division Additional Duty Safety Officer (ADSO) (monitors the safety and health environment of the staff within the division; maintains and communicates the division evacuation procedures and ensure safety officers are assigned and educated to assist in the event of building evacuation).

•May serve as the division's primary or backup liaison for property, records management, facilities and executive management.

•Perform other related duties as assigned.
