DEFINITION

This position supports the effective and efficient delivery of financial services across all district departments including the administration of and compliance with all related district policies and state and federal laws, as well as short and long range financial planning.

This position performs advanced level accounting functions specific to the District's financial operations with an emphasis on budgeting, analysis, general ledger accounting, reconciliations, and financial reporting. This position plays a major role in the production of the budget and also assists with the District's audit. This role includes budget to actual review and analysis, detailed and complex reconciliations, and ensures the accuracy of the District's budget numbers.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Chief Financial Officer.

PRIMARY DUTIES

1. Annual audits and financial statements
  • Review/analysis of mid-year financial statements
  • Discern trends and differences compared to the budget that require further analysis
  • Prepare and review Prepared by Client (PBC) schedules, forms, and other requests as directed by the Chief Financial Officer
2. Financial planning and budgeting
  • Estimate anticipated budgetary costs as-needed for Interest Based Bargaining, the Board of Education, District Leadership, and other District stakeholders in conjunction with the Chief Financial Officer
  • Participate in the development and implementation of the goals and objectives of the strategic plan ensuring alignment of the annual budget to the priorities of the plan
  • Provide support for the annual budget development process and appropriate stakeholder groups
  • Support schools and other District leadership in the development and tracking of their annual budgets
  • Provide training and coaching to school and department leaders regarding their budgets, and maintain training materials for new employees to facilitate quick and effective learning of budget systems
  • Maintain/upload the District's budget in the accounting system
  • Manage budgetary spreadsheets in conjunction with the Chief Financial Officer
  • Assist in creation of salary schedules as directed by the Chief Financial Officer
  • Manages all requirements of the District's State Loan program
3. Charter Schools
  • Assure accurate and timely reporting and payment to Charter Schools
  • Work with the Chief Financial Officer in following up with the Charter Schools as needed
4. Budgeting procedures
  • Create and maintain budget processes and procedures to be used for stakeholder training
  • Interpret policies and procedures and make recommendations for revisions to existing policies and addition of new policies
  • Ensure compliance with existing procedures through training and periodic monitoring
5. Other accounting and finance duties
  • Collaborate with all the finance department and operations management teams as needed utilizing effective customer service
  • In conjunction with the Controller Position, be a point of contact for the technology department for IV system upgrades and updates as needed
  • Operate as a backup for other finance department functions as necessary
  • Assist with mill levy certification as directed by the Chief Financial Officer
6. Other duties as assigned.

QUALIFICATIONS

Knowledge of:
  • Generally Accepted Accounting Principles
  • Governmental accounting practices
  • Complex budgeting, including allocation strategies
  • Methods and techniques used in accounting and financial management practices
  • Principles and practices of auditing and reporting
  • Methods and techniques of coding and balancing accounting records
  • English usage, spelling, grammar and punctuation
  • Modern office procedures and methods
  • Pertinent Federal, State and local codes, laws and regulations
  • Principles of business and letter writing and basic report preparation
  • Advanced knowledge of Google Docs, spreadsheets, and Excel
Ability to:
  • Audit, reconcile and balance accounts
  • Understand and utilize accounting software to maximum efficiency
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Prepare clear and concise administrative and statistical reports
  • Prepare and maintain accurate and confidential records and reports
  • Interpret and apply District policies and procedures
  • Operate and use modern office equipment including a computer and various software packages
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Strong organizational and analytic skills and strong attention to detail
  • Ability to manage time and meet deadlines
  • Ability to multi-task and juggle management of several high-priority projects in parallel
EXPERIENCE & TRAINING GUIDELINES

Experience:
  • Minimum of 5 years of accounting experience
  • Experience in a governmental accounting setting preferred
  • Experience in preparation of complex budgets and financial statements required
Training & Education
  • Bachelor's degree in accounting, Certified Public Accountant (CPA) preferred

WORKING CONDITIONS

Office environment; exposure to computer screens.

Physical Conditions:

Primary functions may require maintaining physical condition necessary for sitting for prolonged periods of times; use of computer keyboard. Travel from site to site.

Salary Range: $103,660 to $128,416.88
