Position Summary

Under the supervision of the Director of Purchasing, this position reviews and coordinates purchase requests for tangible items, services & construction projects; including requests for quotes, bids, proposals, complex one-time orders, and complex multi-term orders in accordance with University procurement policies and the State of New Mexico Procurement Code. Independently handles projects for purchases in excess of $60,000. Lead or guide the work of office staff and student employees. Facilitates these functions through technologies that the University has purchased and requires for processing which may change throughout term of employment. The Senior Buyer is responsible for the procurement of a wide variety of commodities, materials, supplies, equipment, and services for the University, many of which are highly technical and require the application of complex procurement standards and procedures, including negotiation. The Senior Buyer prepares detailed bid specifications, requests for quotations for commodities and services, requests for proposals for commodities and services, and purchase orders, as requested by university departments; the Senior Buyer employs advanced critical thinking and writing skills in the development and evaluation of the more complex requests for proposals for commodities and services. The Senior Buyer identifies varied sources of commodities and services, evaluates bids, awards contracts and purchase orders, develops standards for new products or services, maintains contact with vendors, and maintains comprehensive descriptions of available products and current prices. The Senior Buyer expedites the ordering and delivery process for commodities or services by utilizing university procurement systems.

Duties and Responsibilities
  • Reviews procurement requests for compliance with University procurement policies and State of New Mexico statutes, including tangible items, services and construction projects made by all University departments, branches and sites.
  • Ensures the prompt and effective delivery of essential goods and services to the University's administrative and academic departments with a minimum time lag by determining which method of procurement (e.g., quotations, request for proposal, sole source, emergency, etc.) is appropriate and complies with regulatory guidelines, University and/or Board of Regent policies, and accepted procurement principles for the following but not limited to: tangible items, services and construction projects made by all campus departments and outlying facilities.
  • Employs the appropriate method to prepare requests for quotations, requests for proposals, and purchase orders, utilizing advanced writing skills in preparing the more complex requests for proposals, evaluating responses to requests for quotations, requests for proposals, and purchase orders, performing advanced analytical work in evaluating responses to the more complex requests for proposals, and expediting the ordering and delivery process for goods or services. Work on Request for Proposals (RFP); and lead evaluation committee with the evaluation of proposals to determine best-qualified proposer, assures selection in accordance with established evaluation criteria, assures full competition and documentation of actions, issues award letter and contracts
  • Communicates and trains University departmental staff, vendors, and other interested individuals of procurement requirements, including but not limited to protocols, procedures, p-card reconciliation and general purchasing;
  • Assists in the development of a competent, productive and effective departmental staff by participating in the interview process for applicants and making recommendations regarding hiring decisions, training staff members involved in procurement operations, providing input regarding performance, and in the absence of or direction of the Director, supervising staff engaged in procurement functions.
  • Will negotiate with suppliers establishing price, delivery, quantity, payment, scope of work, change orders; researches sources of supply; determines sole source validity and methods of procurement action.
  • Will review procurement requests for compliance with university procurement policies and State of New Mexico statues and department budgets including tangible items, services, and construction projects made by all University departments, branches, and sites.
  • Obtains, inputs and maintains Federal Internal Revenue Service W-9 forms, vendor ACORD insurance forms and other related procurement documents and forms.
  • Provides liaison services between vendor sales managers and department staff for procurement procedures, order status, and problem resolutions; advises departments on cost effective alternatives.
  • Maintains records in accordance with established policies and procedures and audit guidelines
  • Represents the university at trade fairs, community group meetings and purchasing meetings.
  • Will lead with the preparation of all aspects of procurement solicitations for formally advertised or negotiated procedures which includes terms and conditions, scope of work, insurance and bonding requirements, and compliance with state and federal regulations.
  • Lead and assist other buyers with procurements.
  • Will lead, guide and train staff and student employees performing related work.
  • Assists Purchasing Director as required.
  • Minimizes institutional liability by reviewing and recommending approval or disapproval of university contracts in terms of the adequacy of contract terminology, content, and obligation of the physical resources of the University and advises University administrators of state statutes, regulations, and procedures for the procurement of commodities and/or services.
  • Provides continuity of management, supervision, and leadership within the Purchasing Department by assuming duties and responsibilities as designated by the Director of Purchasing.
  • Performs other job-related duties as assigned.

Minimum Job Requirements
  • EDUCATION: A Bachelor's degree is required, with an emphasis in Business or Accounting
  • EXPERIENCE: At least Four (4) years' experience in procurement, supply chain, or accounting, preferably in public sector
Preferred Qualifications
  • Experience in Ellucian Banner ERP Software
  • Have New Mexico Chief Procurement Officer (CPO) certification
