The State Water Resources Control Board's Division of Information Technology has an opening for an Information Technology Specialist II in It Business Operations Support Branch. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.
Under the general direction of the Information Technology Manager II of the Business Operations Support Branch in the Division of Information Technology and consistent with good customer service practices and the goals of the State and Regional Boards' Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will provide services from IT domains including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management.
The incumbent will act as a lead Application Architect responsible for architecting, supporting, and migrating the agency's enterprise ASP.Net, C#, IIS, MSSQL, Java EE, JBoss, and Oracle based systems to a new cloud based architecture and provide web application development support services for the most complex web enterprise application systems. The incumbent will support migration analysis, implementation, maintenance, and operations of existing and converted application and database technologies. The incumbent is responsible for analysis, design, implementation, testing, deployment, maintenance, documentation, and operations of the agency's most complex custom web application systems utilizing commercial off-the-shelf (COTS), and software as a service (SaaS), infrastructure as a service (IaaS), Azure cloud-based development technologies, Azure Functions, C#, .Net 8, ASP.Net, Model View and Controller (MVC), Angular, NuGet, Node.js, REST architecture, Amazon Web Services (AWS), AJAX, JAVA EE, JavaScript, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, Oracle, MSSQL, JBoss Enterprise Application Platform (JBoss EAP), IIS, JSON, jQuery, XML, SSRS, SSIS, ArcGIS JavaScript API, Web Services, GIT Hub, Access, Red Hat Linux (RHL), and Windows Server.

Statement of Qualifications
A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial size 12 pt. font , and normal margins.
Please answer the following statement and provide the total work experience (in years), employer name, job title, and any applicable education, and training information which satisfy the statements. Please answer the following statement in an essay format and do not refer to documents outside of your Statement of Qualifications. Please provide a detailed description of your work experiences and knowledge which demonstrate your ability to provide technical web application support and administration of application and middleware environments on Windows and Linux based VMWare hardware. Technical web application support experience to include both of the following technology groupings: C#, ASP.Net, .Net 8, Model View and Controller, REST architecture, JavaScript, and Web Services, IIS, and MSSQL. Azure cloud-based development technologies, COTS, SaaS, and IaaS technologies.
Please include any information about your knowledge and experience with cloud-based architectures. Please include the team size, description of the supported environment and level of complexity (low, med, high), service level expectations, achievements, and employment duration.
