STRENGTHENING PUBLIC HEALTH INFRASTRUCTURE WORKFORCE AND DATA SYSTEMS STRATEGY A1 Brief Description

Monitors the fiscal activities of Ryan White and HOPWA sub-recipients/service providers and ensures contractual compliance with the grantor’s funding regulations. Maintains effective communication with staff, managers/supervisors and other relevant stakeholders. Detailed Description

Conducts sub-recipient financial and contractual compliance site visits, reviews work papers and prepares monitoring reports. Coordinates and trains staff involved in site visits for Ryan White and HOPWA programs. Examines sub-recipient accounting and service delivery records using generally accepted accounting tests to verify compliance with required laws, policies, procedures, and document findings. Reconciles and verifies program ledger accounting entries against sub-recipient ledgers, bank statements, and other accounts. Tests internal controls of program functions and recommends improvements to safeguard program assets. Ensures fiscal policies and procedures are implemented and comply with the Health Resources and Services Administration (HRSA), Texas Department of State Health Services (DSHS), and Dallas County. Conducts random sampling and analyzes data. Addresses site visit findings timely and provides technical assistance to service providers on contractual compliance as it relates to fiscal issues. Develops and maintains a cooperative working relationship with sub-recipients, supervisors, staff, and grantors. Assists in developing, designing, and administering programs to ensure the contractual compliance of service providers. Acts as a technical expert and trainer to monitoring staff and sub-recipients in resolving procedural issues and ensuring grantor compliance. Participates in preparation of reports, forecasting plans, and other financial documentation as required by management, HIV-AIDS Planning Council, Federal, state, and local funding sources. Acts as a liaison between the Department, County employees, and external entities related to fiscal monitoring. Performs other duties as assigned. Job Requirements

Education, Experience, and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Accounting, Business Administration, Finance, or a job-related field of study. Three (3) years of work-related experience conducting fiscal compliance site visits, preferably Ryan White sub-recipient monitoring. Special Requirements/Knowledge, Skills & Abilities: Requires thorough knowledge of the Single Audit Act and OMB circulars. Must possess knowledge of federal, state, and local HIV/AIDS health and social service agencies and grants related to the Ryan White HIV/AIDS Program. Knowledge of HUD, DSHS, and HRSA legislative and fiscal requirements preferable. Ability to get along with diverse populations and establish cooperative relationships with others. Ability to communicate concisely and display proficient writing skills. Ability to resolve problems that require the exercising of sound judgment. Ability to be detail-oriented and the ability to produce accurate work products in a timely manner. Ability to maintain effective communication with the manager. Physical/Environmental Requirements: Standard office environment. Conducts routine off-site monitoring visits. This position requires the use of a reliable personal vehicle. Must possess a valid Texas Drivers License and good driving record. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Additional Details
