Position Description

About the Harris County Judge:Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million, rivaling the size of the entire state of Louisiana. Harris County Judge Lina Hidalgo functions as the CEO of Harris County and presides over the Harris County Commissioners Court, the County's governing body. Along with four County Commissioners, the County Judge directs a budget of more than $4 billion, providing essential services such as justice administration, flood control, infrastructure, healthcare coordination and housing. Judge Hidalgo also serves as Harris County’s Director of Emergency Management.

Judge Hidalgo is transforming the way we do government and is seeking a highly motivated, dependable, organized, and detail-oriented Director for the Houston EMA Office of Support for the Houston EMA Ryan White Planning Council. As a member of her team, they will help shape the vision for the future of Harris County.

About the Director of the Ryan White Office of Support:The Director serves as the liaison between the County Judge and the Houston EMA Ryan White Planning Council (RWPC), providing support to the Council and direct supervision to its staff as they fulfill their legislatively mandated responsibilities within the Ryan White Part A Program. The Director also works closely with Harris County Public Health/Ryan White Grant Administration (the Grant Administrator), other elected and appointed officials, service providers, community leaders, Persons Living with HIV (PLWH), and others within the six-county service area.

In this role, the Director provides day-to-day management of all Council activities including: assisting volunteers in understanding and fulfilling their responsibilities within a system that is designed by the federal government and implemented within the county structure; managing day-to-day support staff operations; hiring and terminating staff in consultation with senior leadership within the County Judge’s Office and the Council’s Personnel Committee, a subcommittee of the Operations Committee; overseeing the Council support budget in accordance with federal grant and Harris County regulations, and more.

Duties and Responsibilities:

Ensure effective communication between the County Judge’s Office, the RWPC, grant administrator (HCPH/Ryan White Grant Administration), and other stakeholders.

Facilitate and enhance regional cooperation among other planning councils, service providers, consumers, and constituent communities.

Initiate and coordinate with community partners to develop, implement, update and evaluate the Houston Area Integrated HIV Prevention and Care Services Plan.

Review Ryan White Planning Council membership requirements, ensure prospective Council members meet legislative requirements regarding composition and inclusiveness, and make recommendations to the County Judge concerning appointees to the Council.

Assist over 75 volunteers on a day-to-day basis in understanding and carrying out their responsibilities within a system that is designed by the federal government, and implemented within the structure of Harris County.

Co-facilitate Project L.E.A.P. (Learning, Empowerment, Advocacy and Participation), a free, 17-week training program for individuals touched by HIV to gain the knowledge and skills they need to help plan HIV prevention and care services in the six-county service area. Oversee Proyecto V.I.D.A., the Spanish version of the program.

Devise and present to the RWPC, on an annual basis, a timeline for the work of the Houston EMA Ryan White Planning Council.

Act as the RWPC’s point of request for public information and as a liaison with and between the RWPC, its standing committees, ad hoc committees, official caucuses, the grant administrator, and the County Judge.

Assist the RWPC and/or its committees in responding to HRSA recommendations, including assisting with interpretations. When appropriate, develop and facilitate a process to adopt these changes, as approved by the RWPC, on a timely basis.

Support and carryout all RWPC mandates and initiatives as approved by the RWPC and in accordance with HRSA and Harris County regulations. This includes preparing the annual Office of Support budget in accordance with grant requirements and RWPC policy, preparing grant-related reports, and assisting in the preparation of the Ryan White federal grant application.

Train and supervise Office of Support staff in the completion of work products.

Write, review and/or edit all reports, survey instruments, and applicable staff work products for accuracy, understandability, and compliance with any Council and/or legal requirements.

Oversee and/or perform STARS procurement, process invoices, division time entry, HR/Open Enrollment/Benefits, budget and grants management.

Work closely with the Chief of Staff, Purchasing and Legal Departments in the management of budgetary and contractual duties including expenditures, procurement, and vendor/staff/Council responsibilities.

Perform, as assigned, other duties within the scope of the director's position.

Requirements

Required Attachments:

Education and Experience:

Bachelor's Degree in Public / Community Health, Administration, or related health sciences field.

Demonstrated organizational and managerial ability, as documented by a minimum of four (4) years of management experience in the public health field, including planning and/or evaluation of health care related services.

Prior experience in conducting a Needs Assessment and/or Evaluation.

Prior experience in communicating openly and factually about human sexuality and behaviors, sexually transmitted diseases, substance abuse disorder, and related topics.

Master’s Degree will be accepted as a substitute for two (2) years of experience

Knowledge, Skills, and Abilities:

Demonstrates strong written and oral communication skills, including public speaking.

Ability to work with a broad base of community members, including volunteers, and the ability to disseminate information to people with various levels of technical expertise.

Ability to interact with and provide support services to people living with HIV, as well as LGBTQ+ individuals and those who have been incarcerated.

Intermediate proficiency with Microsoft Office software, especially Word and Excel.

Preferences

Master’s Degree preferred in Public/Community Health, Administration, or related health sciences field.

Prior experience in an administrative role in an HIV related organization.

Bilingual in English and Spanish.

Position Type and Typical Hours of Work:

Regular Full-Time

Monday - Friday | 8:00 A.M. to 5:00 P.M.

Requires the ability to work outside of normal business hours, including weekends, on a frequent basis.

Salary:

Dependent upon Qualifications

Based on 26 Pay Periods

Employment may be contingent on passing a drug screen and meeting other standards.
