Monday through Friday; eight-hour shift between 8:00 am and 6 pm with 24/7 on-call reporting requirements. There may be occasional changes in schedule to accommodate time-off, requests, and coverage for special events or program specific deadlines. Position Overview The Chief Program Officer (CPO) will provide general clinical and administrative oversight of organizational residential and outpatient services. The CPO will be responsible for the performance and outcomes of all aspects of residential and outpatient services, inclusive of capacity, sustainability, compliance, and quality assurance. Engages internal and external partners to support and enhance system integration activities. Execute the strategic plan for delivery of services within system(s) of care for individuals, families, and support systems. Works collaboratively with senior leadership team. Essential Functions of the CPO Oversee the development, implementation, and evaluation of the organizations programs, ensuring they align with the strategic goals and objectives and contractual deliverables. Lead the program team, including hiring, training, and performance management, to ensure a high-performing team that meets organizational standards and program goals. Cultivate a broad and effective network of partners, establish and maintain relationships with key stakeholders, including funders, community leaders, key elected and appointed officials, policymakers and related government agencies, to secure program support and alignment. Inform, confer and collaborate internally to discuss issues, coordinate activities, and resolve problems on programmatic issues and priorities that impact multiple program/project areas to ensure a consistent and coordinated efforts. Develop and manage the program budget, ensuring resources are allocated efficiently and effectively to meet program objectives and financial targets. Ensure compliance with all legal, regulatory, and ethical standards applicable to the organizations programs, including data protection and confidentiality. Facilitate cross-departmental collaboration to integrate program objectives with broader organizational goals, enhancing overall impact. Lead the development and implementation of program evaluation frameworks to assess the effectiveness and impact of program activities, making data-driven decisions for continuous improvement. Spearhead innovative program development initiatives, exploring new methodologies, technologies, or partnerships to enhance program delivery and outcomes. Share information regarding movement on program and project initiatives or planned strategies across the organization per appropriate committees. Demonstrate adherence to company policies, expectations, and behavioral competencies, both explicit and implicit. Oversight for organizational accreditation and licensure. All tasks, projects, and/or duties as assigned and authorized, which are congruent as determined by the CEO. Chief Program Officer Skills Strategic Planning:

Masters in one of the following disciplines: Psychology, Human Services, Social Services is required. Additional educational attainments, such as Masters Business Administration, Public Administration, Nonprofit Management or Nurse Practitioner will be given serious consideration. Credentials:
Licensed and legally authorized to practice under the Health Occupations Article, Annotated Code of Maryland in Social Work, or Professional Counseling, or Medicine, Preferred. Advanced license and/or licensure supervisory credential Preferred. Experience:
10 years of managerial or director level experience in managing human service programs, Required. Prior experience supporting non-profit operations, Required. 5 years managing people in a residential program setting, Required. Additional Requirements: Current LCPC or LCSW licensure in Maryland, Required Current LCPC-C or LCSW-C licensure in Maryland, Strongly Preferred Current BLS Certification, Preferred Professional Competencies:
Full understanding of the way an organization should operate to meet its objectives. Excellent knowledge of applicable legislation and regulations necessary to maintain appropriate accreditation. Written and Oral Skills:
Exceptional written English proficiency, including both experience and competence in drafting and composing internal/external emails and documents. Technical Skills:
Skill and experience in analyzing and reporting data. Physical Demands:
