QSI is seeking a Visa Analyst to support our Government Client, located in Downtown, Washington, DC. Successful Candidate must possess an active TOP SECRET Clearance to be considered. The Visa Analyst provides support to the Government staff and prepares letters, reports, and specialized correspondence. S/he will be primarily assigned to the Office of Information Management and Liaison (VO/I), but possibly also to other VO offices. A Government manager will provide day-to-day oversight and direction.

Duties/Requirements/Qualifications
- Manage team correspondence, attend, and coordinate meetings, take and organize meeting notes in support of all data integrity and data sharing-related projects.
- Work with interagency partners and foreign partners to negotiate, develop, draft, and review VO's data sharing agreements.
- Responsible for ongoing monitoring, maintenance, and updating of VO's data-sharing agreements by working with VO legal counsel to ensure data sharing agreements meet legal requirements. Identify ways to request information that could benefit the Department and Consular Affairs.
- Build and maintain working-level relationships within VO and with the Office of Consular Systems and Technology (CST), visa posts, external federal agencies, and foreign partners Point of Contacts (POCs) in order to facilitate efficient communication and fast response times.
- Facilitates, conducts and document meetings, establishes and manages the repository (in SharePoint) which includes agendas, process maps, charters, contact lists, and other artifacts as part of the data-sharing activities.
- Coordinate clearances and conduct research on interagency data sharing agreements by gathering information from a variety of sources, including but not limited to applications, supporting documents, the internet, telephone calls, and government, commercial, and open-source databases. Write recommended findings in a clear and concise manner that summarizes the information gathered and identified during research.
- Collect metrics and perform analysis for various projects.
- Maintain and update various trackers on VO/I's SharePoint site on a weekly basis. Manage and track ongoing action items for all active data sharing-related projects.
- Ensures ongoing communication with interagency partners and sends out messages and alerts as and when required related to our partners access to visa data.
- Ensures VO/I equity in the Data Share Working Group (DSWG) through, participation, tracking activities, updating regular reports, and providing updates the DSWG SharePoint when new data sharing requests are made.
- Participate in operational and technical meetings with visa office's data sharing partners and maintain knowledge and purpose of several automated systems and databases used by the Visa Office and other data-sharing partners. Maintain flexibility and availability to attend meetings at different work sites within State and at partner agencies.
- Identify ongoing potential issues with Team's projects and propose solutions.
- Monitor mailboxes for timeliness of responses and ensure that deadlines and SLAs for responses and reporting are met.
- Drafts and edits sound information memos, action memos, talking points, daily activity reports (DAR), etc. related to VO/I's data-sharing activities.
- Conducts annual reviews and audits to monitor and audit our internal and agency partner's use of visa records.
- (Preferred) Advanced knowledge and understanding of the laws, rules and regulations pertaining to eligibility for and issuance of a U.S. visa

- Maintain flexibility and availability to work at different work sites within State and at partner agencies.
- Ability to learn and recall information about visa application procedures and the rules and regulations pertaining to visa requirements.
- Interpret complex laws and regulations.
- Comprehend and communicate the security requirements for a visa in a professional and courteous manner over the telephone.
- Coordinate clearances and conduct research on visa cases by gathering information from a variety of sources, including but not limited to: applications, supporting documents, the internet, telephone calls, and government, commercial, and open-source databases. Write recommended findings in a clear and concise manner that summarizes the information gathered and identified during research.
- Provide support for special projects, including, but not limited to, support for conferences, meetings, representational events or bilateral delegations.
- Assist in training new analysts in the essential job functions.
- Serve as back-up to the other analysts in their absence.
- Available for telework when allowable and requested by Government Managers
- Bachelor's Degree (advanced degree preferred), and;
- Six (6) years of written and oral communications in an office environment, including;
- Two (2) years of policy development, international relations, intelligence community, legal, and/or foreign service, including;
- Four (4) years of experience utilizing a variety of office software, specifically:MS Word, MS Power Point, MS SharePoint, MS Excel, and MS Outlook
