SRI is seeking committed and passionate professionals to provide critical ECRC Family Readiness Coordination Services to the Navy's Fleet and Family Support Programs (FFSPs) designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families.

Overall Contract Overview

Commander, Navy Installations Command (CNIC) requires comprehensive services, programs, personnel and administrative support for Fleet and Family Support Programs (FFSPs) located throughout CONUS and OCONUS. The overall goal is to implement and evaluate established services and programs designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families. We are required to develop concepts, structures, processes, procedures, and practices for meeting these objectives. The purpose of this contract is twofold: one, to provide global staffing to augment existing FFSP and personnel; and two, to provide FFSP with webinar hosting, production and facilitation services through a learning management system.

The primary mission of each FFSP is to assist commands in achieving operational readiness, superior performance, member retention, and a reasonable quality of life for military personnel and their families. Commands and FFSPs share the common goals of keeping individuals and families resilient and strong, preventing individual and family dysfunction, facilitating personal and family self-sufficiency, and creating overall command and community well-being.

Overview

We are seeking a skilled and ethical Accredited Financial Counselor to join our team, providing personal financial management counseling, education, and emergency response services to military personnel and their families. The ideal candidate will hold a national certification as an Accredited Financial Counselor and possess a deep understanding of personal finance, enabling them to provide both individualized counseling and group training. This role will help service members and their families achieve financial stability through education and direct assistance on financial planning, budgeting, and emergency preparedness.

Tasks and Responsibilities

The Accredited Financial Counselor will deliver a range of personal financial management programs, including workshops on budgeting, credit management, savings, and retirement planning. You will also offer individualized financial counseling, assist with creating financial plans, and help service members manage consumer complaints. Additionally, the position requires participation in emergency preparedness initiatives, supporting military personnel and their families during critical situations. You will maintain high ethical standards, ensuring all financial services are tracked and documented in compliance with military guidelines.

Essential Duties and Responsibilities
• Coordinate and deliver a variety of personal financial management workshops (e.g., budgeting, debt management, retirement planning).
• Respond to requests for youth and teen financial education on-base.
• Conduct initial and refresher Command Financial Specialist (CFS) training.
• Assist Command Financial Specialists in developing General Military Training (GMT) on personal finance topics.
• Provide individualized financial counseling to service members and families on budgeting, debt, and long-term financial goals.
• Assist service members in developing extended absence financial plans.
• Plan, organize, and develop new curricula for personal financial education as needed.
• Offer consumer information and assistance with resolving consumer complaints.
• Participate in emergency response exercises and public awareness campaigns such as Ready Navy.
• Execute Emergency Family Assistance Center responsibilities during humanitarian response situations.
• Ensure that all services provided are accurately documented and tracked in the FFSMIS system.

Physical Demands

Work Environment

The Accredited Financial Counselor will work in both office and classroom settings, providing in-person and virtual training as well as one-on-one counseling. The work may involve travel to various military locations and participation in emergency response situations. The environment is dynamic, with direct interactions with military personnel and families.

Required Education and Experience
• Bachelor's degree from an accredited college or equivalent combination of education and experience in personal financial management.
• National certification as an Accredited Financial Counselor (AFC) as required by DoD Instruction 1342.22.
• Minimum of two years of experience providing financial counseling, training, and education.
• Experience working with military families or in a military setting is preferred.
• Knowledge of emergency preparedness and response protocols is an asset.
