Business Development Manager

The Business Development Manager will report to the Vice President for Growth, Strategy and Capture and will be responsible for leading and driving market intelligence analysis to identify new business opportunities and develop and grow new market sectors within a fast-growing federal contracting company currently focused primarily on the DoD market.
Ideally this individual will have experience in analyzing procurement trends, contracting practices, and major contract vehicles utilized in government contracting including (but not limited to): Department of Health and Human Services (and associated Operating Divisions such as Centers for Disease Control, National Institutes of Health, Centers for Medicare and Medicaid Services, etc.); Department of Veterans Affairs; and the Defense Health Agency.
The ideal individual will have relationships and knowledge of key procurement agencies and organizations and their key procurement vehicles (OASIS, MQS, GSA, and other Federal Supply schedules). The ideal individual will also have experience in using industry tools (such as GovWin, Bloomberg, etc.) and be able to leverage external organizations and relationships that provide additional capability and opportunities. They will provide informed recommendations to mature market intelligence and capture for a mid-tier, fast-growing company. We are looking for someone who is motivated and excited about building and driving analysis, capture, proposal and operations to grow our capability.
The ideal candidate will:
Minimum of 3-5 years of experience in performing detailed market analysis for the procurement, capture, and acquisition environment in the GovCon environment; Have a proven record of driving analysis and making market recommendations based on the use of tools such as GovWin, Bloomberg, etc.; Have a strong network of industry contacts, and a strong network of relationships in the federal procurement space; Possess a thorough understanding of the GovCon environment; Have a strong interest in building a capability for a fast-growing and well-respected organization; Stay informed about the latest market trends, customer preferences, and competitor activities Be able to make market recommendations prospectively based on integrating market information from various sources and by understanding the market landscape; Develop strategies that capitalize on emerging trends and mitigate potential risks; Process strong written and verbal communication skills with the ability to independently develop documents and briefings that describe his/her findings for senior level audiences; Gather, develop and manage strategic partnerships to grow business; Research and analyze client needs and requirements and assist in developing proposals accordingly; Familiar and or experience with forecasting and pipeline tools to manage all aspects of prospecting, opportunity management, forecasting and pipeline tracking, client; communications, etc using a BandP tracking tool such as Salesforce, Zoho, GovTribe, etc Gather information and insights for proposal content and assist with proposal writing withcompliant, compelling, and client-centric narrative aligned to the proposed solution; Assist with proposal writing as needed; Participates in proposal strategy sessions, assisting the proposal team in incorporating win themes, competitive themes, and other strategic content into the proposal outline, and identifying gaps in responsiveness to the solicitation that need to be addressed.
