Position Overview

The Demand Response Team is responsible for developing and supporting policies and initiatives related to demand response and demand flexibility. We develop policies and initiatives that leverage automation technologies, energy management tools, or behind-the-meter Distributed Energy Resources (DER)s to change customers' energy consumption in response to dynamic rates, market price signals or grid emergency conditions. We oversee the development of cost-effective utility and third-party portfolios and demand response programs and integration of customer resources with energy and capacity markets. Demand response programs and policies are undergoing significant changes as California grid needs continue to evolve. The changing energy landscape for demand response is creating new, exciting challenges that will be rewarding to solve. This is a high visibility position that will require briefing Commissioners and advisors and working closely with Administrative Law Judges, interested parties and consultants hired for technical support. Under the general direction of the program and project supervisor, the individual filling this PURA V position will support new workstreams necessary to expand the use of demand response to meet California reliability needs, with a particular emphasis on dispatch and valuation of customer-sited flexible resources, including energy storage and EVs. The incumbent will be a senior lead analyst who will conduct highly complex economic, policy and/or technical analyses and research associated with demand response and demand flexibility programs, pilots and policies. Policy areas that the incumbent could be responsible for overseeing are: California Independent System Operator (CAISO) market integration and operational issues, coordination with Resource Adequacy policies, coordination with the California Energy Commission (CEC), and coordination with Commission retail rate reform efforts. The incumbent may also be responsible for representing the Division in CAISO or CEC stakeholder processes as well as leading coordination/problem solving efforts with staff from those agencies. CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. The SOQ should provide specific details and examples that clearly demonstrate your qualifications. SOQs will be evaluated based on the content and writing ability, using standardized rating criteria.
