The Office of Budgets exists to provide research and analysis on internal affairs in support of executive decision making, to provide research and analysis on external factors affecting university planning and reporting and to formulate policy and provide analysis on university budgetary issues. The budgetary function exists to prepare, monitor, and distribute university budgets from legislative requests to the final operating budget of the University and to provide support to the various areas of the University as well as the CSU System regarding budget problems and restrictions on an ongoing basis. Position Summary The University Budget Office, System Budget Analyst reports to the Director of the Office of Budgets. The primary role of this position is to provide administration of the University budget system, Questica (QB). The QB System Budget Analyst role monitors QB to ensure accurate system operation, integrity of financial data and success in audits. As the functional expert on QB, the System Budget Analyst is the point of contact between the business unit, KFS Operations and the Information Systems (IS) team. The System Budget Analyst will design and document system updates, reports, views, workflow and make appropriate recommendations that will positively impact operational effectiveness. The System Budget Analyst will be a Project Manager to plan system maintenance and upgrades. Respond to information requests as assigned. In addition, this position will facilitate the training and implementation associated with the University budget load. The position ensures compliance with University, State and Federal policies and procedures and regulations. The successful candidate will be proactive in identifying and addressing problems, have strong analytical skills and must be able to effectively communicate with a variety of stakeholders across campus. Required Job Qualifications Minimum Bachelor’s Degree in Business Administration with an emphasis in Accounting, Finance, Financial Management, or related field. OR Bachelor’s degree in an unrelated field and at least five years of directly relevant budget development experience. Two years of experience in budget development, tracking, and analysis. Experience and working knowledge of Microsoft Office Suite and the use of data mining tools. Demonstrated professional communication skills and ability to speak to diverse constituencies across all levels of the organization, as evidenced in the application materials. Demonstrated strong organizational and complex critical thinking skills, follow-through, and attention to detail. Experience in an institution of higher education or government. Preferred Job Qualifications Master’s Degree or MBA with a concentration in finance, accounting, or other related advanced degree. Analytical abilities, including the use of statistical techniques, financial modeling, and data management. Advanced knowledge of Microsoft Excel and data mining tools. Ability to work effectively in a multi-layered team environment, as well as autonomously. Demonstrated knowledge and ability to foster and work within culturally diverse communities. Essential Duties Job Duty CategoryMaintain and Analyze Budget System Performance Duty/Responsibility Detect and correct errors in University’s budget system by analyzing daily reports. Manage specific application quality assurance and help desk activities including tracking bug reports and change requests to ensure timely resolution. Work with developers to prioritize bug fixes and enhancements. Maintain system related tables which support a variety of accounting/budget related functions. Work with Office of Budgets team on budget related issues and projects. Work independently with users to define concepts. Analyze data and prepare custom views and/or reports. Develop and implement data queries to retrieve information to assist with budget and university planning, projections, and decision-making, and to provide information requested by CSU Administrators, State and Federal agencies, other higher education institutions, research groups and others. Assists with creation and implementation of new organizations and departments within the university system which includes coordinating efforts with Institutional Research, Student Systems, Human Resources and Business and Financial Services personnel to ensure compliance with university policies and preservation of historic information. Organize and implement the budget load activities with KFS Operations, by scheduling event deadlines, monitoring the progress and discussing issues with affected personnel and departments. Analyze discrepancies in system performance and make recommendations for updates. Manage development and implementation of procedures to facilitate and streamline the budget submission process, including formulation, evaluation, and verification of budgets. Ensure continuing operational quality by documenting bug fixes and enhancements. Meet with team(s) regularly to review deliverables and deadlines. Prepares Ad Hoc financial analyses and reports working in conjunction with Office of Budgets staff and director. Performs Ad Hoc research on best practices, policies, processes of peer and other higher education institutions on various topics of interest. Conduct ongoing reviews of budgets and financial activity for compliance with university fiscal policies. Process and approve budget change requests and other financial documents as needed. Assist with monthly reconciliations of accounts within the Central areas. Coordinates and distributes Central commitments to/from other University units. Other Duties as assigned.
