Job Description
Are you an experienced accountant with a keen eye for detail and a passion for ensuring accuracy in financial transactions? The State of Iowa Department of Administrative Services (DAS) is seeking a dedicated individual to join our team in the role ofAccountant 3.
This position will become an expert related to the Payroll system and will be the primary person maintaining the payroll trustee accounts, responding to audit questions and filing tax returns for the State of Iowa Centralized Payroll.
PAYROLL PROCESS EXPERT:
-
This position is considered a Workday subject matter expert (SME) on various payroll related processes and transactions.
-
Coordinate with Centralized Payroll Program Administrator on overall audit of entries to be approved.
-
Maintain separate ledgers for health, dental, life, and LTD self-insurance funds and keep records of all transactions involving the operating and reserve accounts of each fund. Update on-going status reports of funds and financial analysis of funds for DAS planning purposes.

Coordinate monthly reporting of insurance premium payment due and self-reported remittance amounts calculated by the Department of Transportation and State Fair Board.

Make weekly payments to health and dental maximum liability insurance plans per contract terms. Review and validate calculations of month-end settlement billings from carriers and make necessary settlement remittances.

Maintain a strong background and knowledge of the State’s employee insurance and other benefit programs in order to answer and provide state agency personnel and HRE/HRA representatives with guidance in following policies and procedures.

Analyzes and audits DAS-HRE monthly insurance billing adjustments & reconciliations and provide assistance assuring enrollment counts and volumes calculated are reasonable.

Stay current and knowledgeable of ongoing ACA reporting requirements and ensure timely calculation and remittance of annual fees due

Prepares annual and quarterly payroll tax reports for Federal, State and FICA wages and withholding taxes.

Interpret and assure compliance with appropriate federal and state tax laws regarding wages and employment taxes on a timely basis.

Verify all tax payments are recorded on the Accounting system.

Respond to IRS requests regarding possible late deposit of taxes due.

Prepare annual W-2 tax report and reports corrections for W-2C and/or W-3C.

In-Person Requirement: This position requires in-person attendance through a six-month probationary training period, with the potential for a hybrid work arrangement thereafter.

Minimum Qualification Requirements
Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;
OR
Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
