The City of Lynchburg's Assessor's Office is seeking an Administrative Services Associate IV. This position requires performing complex skilled clerical and responsible administrative and technical work.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties necessary to deliver services to customers and citizens may be assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises department administrative support staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience Required
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Education, Experience and Technical Skills
Associates Degree in Business Management with course work in accounting, technology or related field, and extensive, increasingly responsible experience in secretarial, accounting, and administrative work; or equivalent combination of education and experience. Demonstrates intermediate Microsoft Office skills, advanced skills in 2 or more MS Office application, and intermediate skill in specific job-related application and equipment. Familiarity with CAMA systems is a plus.
Additional Requirements
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training wihtin 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
Depending on work assignment, may be required to obtain Notary Public license.

- Handles a variety of responsible administrative or technical departmental assignments, including summarizing reports, transcripts, briefs; conducting research and preparing reports; and making final determinations without review
- Directly supervises department administrative staff
- Receives, screens, and provides information or directs to appropriate persons inquiries from citizens, City Council, City Manager's Office, other municipal and professional institutions; manages difficult and/or emotional customer and employee situations
- Provides general information to citizens, consultants, developers, etc. by telephone, letter, and e-mail
- Interacts with many departments throughout the City on a regular basis
- Coordinates and schedules Board of Equalization appeals
- Compiles annual reports for the taxation of utilities, railroads, pipelines, and communications companies
- Composes or assists with the preparation of City Council Reports
- Plans and coordinates travel arrangements for the City Assessor and staff
- Develops and maintains complex filing systems, including confidential personnel and related files
- Distributes written and oral information throughout the department to supervisory personnel and employees with minimal or no direction
- Attends meetings where confidential matters are discussed requiring discretion
- Oversees the budgetary function of the City Assessor's Office including budget preparation, monitoring transactions, expenditures, and revenues
- Prepares travel reimbursements, invoices, vouchers, and bills for payment
- Acts as payroll approval manager, requiring knowledge of procedures and policies regarding payroll
- Coordinates special events

- Serves as a resource to the Director in all areas of Business Services, including administrative services, marketing, budgeting.
- Develops subordinates' skill and encourages growth with performance feedback
- Develops project plans, leads department projects
- Performs analysis within established policies, precedents, and/or procedures

- Depending on work assignment, may be required to perform a variety of duties in support of operational requirements and direct citizen service delivery such as acting as a back-up to other staff and response to weather-related and other emergencies, such as snow removal.
- May be required to work outside of normal work hours, to report to work during inclement or unusual weather or other conditions or to respond in other abnormal situations
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
