For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.
The Virginia Lottery is currently seeking a Digital Product Owner to join our Marketing Department.
The Digital Product Owner (Mobile App) is responsible for leading the planning, design and implementation of the Lottery's mobile app to create a best-in-show application that focuses on online revenue opportunities and engaging in-app experiences. This position is responsible for the overall digital functionality, presentation and quality of the app, while aligning with Lottery and Marketing department strategic goals. In this highly collaborative role, the Digital Product Owner works closely with the Digital Strategy Manager, the Digital Product Owner (Web), teams within the organization and outside vendors to define strategies and solutions to achieve success in acquisition, revenue, engagement and customer satisfaction.
Responsibilities of the Digital Product Owner include: • Strategic planning, design and implementation of features and functionality for current and future versions of the mobile app. • Collaborating with other departments (IT, Marketing, Communications and Sales) to coordinate and implement Lottery-wide initiatives, new launches and expanded functionality. • Optimizing the mobile app user experience based on player feedback, user testing, and other research. • Managing the backlog of development priorities for the mobile app team. • Ensuring mobile app content and UI development are accurate and of high-quality design.
This position uses research, reports, and marketing recommendations to plan and execute digital engagement solutions, creating a consistent customer experience with the Virginia Lottery through the mobile app. The Digital Product Owner role requires strong leadership, excellent written and verbal communication skills, and the ability to plan for and prioritize multiple projects.
The Digital Product Owner will: • Understand user experience concepts such as architecture and interactive design. • Manage multiple projects simultaneously. • Maintain brand relevancy and continuity across digital platforms and develop a thorough understanding of the business needs and operations of all functional areas of the Virginia Lottery. • Manage projects from inception to implementation. • Collaborate effectively to maintain a steady flow of productivity throughout the process. • Possess advanced verbal and written communication skills along with strong interpersonal skills to interact with internal customers and third-party vendors.
Note - This position requires in-office work three days per week including Tuesday and Wednesday.
Minimum Qualifications
• Bachelor's Degree from an accredited 4-year college or university with major studies in Business, Marketing, Communications, Media Arts or related field, or equivalent relevant work experience required. • Course work and/or experience in mobile app product management, interactive web design concepts, along with general understanding of popular mobile development best practices. • 3 to 5 years of experience managing mobile application(s) or other digital touchpoint in an ownership or management capacity. • Experience with project management, project management tracking tools, processes, and systems. • Experience with content management, user stories, and digital product ownership. • Application development life-cycle management experience. • Familiarity with agile or scrum development framework.
A comparable amount of training and experience may be substituted for the minimum qualifications.
