Summary:

The Talent Acquisition Specialist manages and is responsible for full-cycle recruiting, from talent sourcing and attracting candidates to interviewing and hiring great employees. Collaborate with department managers on a regular basis and proactively identify hiring needs. Responsible for providing full cycle recruiting for assigned subsidiaries. In conjunction with the Director of Talent Acquisition, the Recruiting & Retention Specialist will manage full cycle recruiting across all subsidiaries. The Talent Acquisition Specialist will ensure our company attracts, hires, and retains the best employees while growing a strong talent pipeline.

Primary Job Functions:

  • Comply with all Agency policies and procedures and follow regulatory requirements.
  • Represent Chimes by being knowledgeable about the mission and company history.
  • Handle all aspects of recruitment as well as possibly some administrative functions related to hiring.
  • Place ads, attend job fairs, coordinate in-house job fairs, recruit staff, screen and interview qualified applicants, administer skills assessments when needed, and complete all required paperwork and associated documentation.
  • Design and implement overall recruiting strategy for assigned areas to ensure linkage with corporate-wide recruiting initiatives/strategy.
  • Develop and update job descriptions and job specifications.
  • Perform job and task analysis to document job requirements and objectives.
  • Prepare recruitment materials and post jobs to appropriate job boards/newspapers/colleges, etc.
  • Source and recruit candidates using databases, social media, etc.
  • Screen candidates' resumes and job applications.
  • Conduct interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule.
  • Assess applicants’ relevant knowledge, skills, soft skills, experience, and aptitudes.
  • Monitor and apply HR recruiting best practices.
  • Provide analytical and well-documented recruiting reports to the rest of the team.
  • Act as a point of contact and build influential candidate relationships during the selection process.

Requirements:

Education:

High School Diploma or GED/Equivalent required. A Bachelor's Degree in Business Administration, Human Resources, or a similar discipline is preferred.

Experience:

  • Proven work experience as a Recruiter (either an in-house recruiter or a staffing agency recruiter).
  • Solid ability to conduct different types of interviews (structured, competency-based, stress, etc.).
  • Hands-on experience with various selection processes (phone interviewing, reference checks, etc.).
  • Ability to organize skills assessment centers (in-tray activities, work samples, psychometric and IQ/EQ tests, etc.).
  • Familiarity with HR databases, Applicant Tracking Systems (ATS), and Candidate Management Systems (CMS).
  • Hands-on experience with recruiting software, as well as Human Resource Information Systems (HRIS) or Human Resource Management Systems (HRMS), UKG/Ultipro experience preferred.
  • Excellent communication and interpersonal skills.
  • Working knowledge of employment/staffing requirements at the federal, state, and municipal levels as related to Chimes.

Travel:

Periodic travel is needed in Virginia, Delaware, Maryland, and Pennsylvania, using a personal vehicle. Must have a car and an acceptable driving record as determined by criteria established by the Agency’s insurance carrier and by Agency policy. Position is based in Baltimore, MD.
