With a strong presence in Washington, DC, and New York City, we are seeking an experienced and driven Business Developer to identify opportunities, grow client relationships, and secure contracts within the government staffing sector. This is a fully remote position with significant growth potential for the right candidate.
Key Responsibilities:1. Market Research and Opportunity Identification:
- Actively monitor government agency budgets, RFPs, and procurement trends to identify staffing opportunities.
- Analyze procurement tools like SAM.gov, GovWin, and FPDS to identify upcoming staffing contracts and potential teaming opportunities.
- Research government agencies' missions, structures, and key decision-makers to strategically position our company.
2. Relationship Building and Networking:
- Develop and maintain strong relationships with government agency personnel and contracting officers through networking events, conferences, and strategic outreach.
- Build partnerships with other government contractors to pursue joint ventures and subcontracting opportunities.
- Serve as the primary point of contact for potential and existing government clients in Washington, DC, and New York City.
3. Capture Management:
- Lead the development of strategies for staffing opportunities, including identifying win themes, competitive analysis, and solutions aligned with client needs.
- Collaborate with technical and recruiting teams to propose effective staffing solutions that align with contract requirements.
4. Proposal Development:
- Manage proposal development, ensuring compliance with RFP guidelines and emphasizing our unique staffing capabilities and past performance.
- Coordinate with internal teams and subject matter experts to develop technical, management, and pricing sections.
5. Compliance and Due Diligence:
- Ensure adherence to all government contracting regulations (e.g., FAR, DFARS, and agency-specific guidelines).
- Conduct due diligence on identified opportunities to assess risks and develop a competitive go-to-market strategy.
6. Business Development Planning:
- Develop and execute a business development plan focused on staffing solutions for federal and state government agencies.
- Track and maintain a pipeline of opportunities, regularly updating leadership on progress.
- Analyze key performance indicators (KPIs) to assess success and refine strategies as needed.
7. Customer Management:
- Proactively manage client relationships, identifying opportunities for contract expansions or additional staffing services.
- Conduct regular check-ins to anticipate evolving needs and ensure client satisfaction.
- Routinely visit all contract locations to develop rapport with COR and CO.
Required Skills and Qualifications:
- Experience: Proven track record as a Business Developer in the government contracting industry, with specific experience in staffing solutions. Candidate should already have established relationships with Government contacts.
- Government Expertise: Deep understanding of federal procurement processes, government agency structures, and contracting regulations (FAR, DFARS).
- Relationship Building: Strong ability to build relationships with government officials, contracting officers, and industry partners.
- Analytical Skills: Ability to analyze government procurement data, identify trends, and strategically pursue opportunities.
- Proposal Expertise: Experience managing and developing winning proposals for staffing contracts.
- Communication Skills: Excellent written, verbal, and presentation skills to convey value propositions and negotiate contracts.
- Technical Knowledge: Familiarity with staffing operations, recruitment processes, and workforce solutions.
- Tools Proficiency: Proficiency in tools like SAM.gov, GovWin, FPDS, Microsoft Office Suite, and CRM systems.
Education:
- Bachelor's degree in Business Administration, Public Policy, or a related field is preferred.
- Relevant certifications such as Certified Government Contracting Professional (CGCP) or Certified Professional Contracts Manager (CPCM) are a plus.
