Summary
The Manager of Labor and Employee Relations oversees and manages labor and employee relations within the organization. This role involves developing and implementing policies and procedures to ensure a positive and productive work environment, addressing employee concerns and grievances, and fostering strong relationships between management, employees, and labor union leadership.
The Manager will also play a key role in negotiating, administering, and auditing labor contracts, ensuring compliance with labor laws and regulations, and providing guidance and support to management on labor relations issues.

Summary
The Manager of Labor and Employee Relations oversees and manages labor and employee relations within the organization. This role involves developing and implementing policies and procedures to ensure a positive and productive work environment, addressing employee concerns and grievances, and fostering strong relationships between management, employees, and labor union leadership.
The Manager will also play a key role in negotiating, administering, and auditing labor contracts, ensuring compliance with labor laws and regulations, and providing guidance and support to management on labor relations issues.
Essential Functions
- Manages and advises on labor relations matters, including collective bargaining agreements, contract administration, step two grievances, and dispute resolution.
- Collaborates with the benefits team on managing the leave administration process, including the Employee Sick List.
- Manage the light duty program including revising job description for light duty positions.
- Collaborates with the benefits team to manage the pension process and answer employee questions.
- Responsible for implementing actions mutually agreed upon by the corporation and the union.
- Lead, conduct, and document thorough, fair, and objective complex employment-related investigations.
- Manages the arbitration process.
- Respond to and resolve employee-related issues, properly elevating issues when warranted.
- Actively participates and promotes positive relationships between IndyGo and its employees and recognized labor representatives.
- Coaches and Counsels management staff in administrating the collective bargaining agreement and related documents.
- Responsible for ensuring salary increases are made on represented employees paychecks.
- Creates and conducts labor and employee relations training to promote organizational effectiveness and risk mitigation.
- Assists in the creation of policies and procedures.
- Actively participates in and leads, when requested, departmental and organizational teams, projects, and committees.
- Assists in preparing employee and labor-related agreements.
- Monitors and manages employee and labor-related agreements.
- Actively assists in employment-related proceedings, acting as IndyGo's representative where assigned.
- Stays up to date and ensures necessary updates are made regarding the most recent employment and labor-related laws, regulations, trends, and best practices.
- Maintains excellent recordkeeping, exercising strict confidentiality.
- Partners with leaders to proactively identify and address potential employee and labor relations issues and develop preventative measures.
- Assists in developing and implementing employee and labor-related strategies to promote operational efficiencies, employee experience, and retention.
- Manages the employee and labor relations case management system to ensure proper data capture, required confidentiality, compliance with any related legal requirements, and timely and effective resolution of matters.
- Maintain open, honest, and timely communication with personnel involved in investigations/projects.
- Conducts and/or collaborates with union leadership on workplace investigations.
- Partners with HR leadership and business leaders to establish best practices, policies, and procedures that ensure compliance with federal, state, and local labor laws but also align with union contracts.
Skills and Experience
- Minimum of five (5) years' experience in grievance procedure administration, including settlement, negotiations, and preparation of arbitration presentations.
- Five (5) years' experience in employee and/or labor relations, including responding to employee issues and grievances.
- Five (5) years of experience conducting informational investigations and interrogatory interviews.
- Conflict management experience.
- Five (5) years of experience working in a union environment is required.
Education and Qualifications
- A bachelor's degree in human resources, employee relations, labor relations, or a related field is required.
- Advanced degree (Masters, JD) in Human Resource Management, Employee Relations or Labor Relations is a plus.
- Good understanding of labor laws and regulations.
