This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

As an Applications Administrator, you will maintain and support criminal justice information systems software, both commercial, off-the-shelf (COTS) and custom-developed applications to meet business needs and ensure successful operation of these systems. This position is responsible for monitoring system availability and performance, troubleshooting incidents and problems related to system performance and user issues, making configuration changes to systems related to user role changes, business rule or workflow changes, and system performance needs. This position works with partner agencies and vendors to onboard new integrations and new users of systems and services. This position will primarily support a sub-group of MNJIS applications and will serve as a backup for other application support team members by cross-training in their areas. The application administrator will also coordinate with business product managers, other IT functional areas and vendor support staff as necessary to successfully plan and deploy updates and new releases for COTS and custom-developed applications.

This position allows an employee to telework up to three (3) days per week after completion of probation.

Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.

Minimum Qualifications

Position requires a minimum of four (4) years of IT experience supporting and monitoring enterprise software applications, including end user support and performance monitoring.

Experience must include:

Troubleshooting and problem solving of user issues, system performance and workflow issues.

Using monitoring tools, such as, Microsoft SCOM, Qflex, SolarWinds, or Splunk.

Analyzing SQL queries and Microsoft Open Database Connectivity (ODBC) or Java Database Connectivity (JDBC) to support database connections.

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

Knowledge of web services and service oriented architecture.

Experience with transaction workflows.

Knowledge of and experience with HTML, XML schemas, XSL transforms, SOAP, WDSL, and JavaScript.

Experience reading and understanding various programming languages, including C# and Java.

Familiarity with MarkLogic.

Experience with IBM WebSphere message queue.

Criminal justice information systems experience, knowledge of criminal justice process and/or terminology, especially in the areas of biometrics and criminal histories.
